"Movement according to the rules is the basis of safety", aimed at preventing unsafe movement on personal mobility devices (PMDs).
The State Automobile Inspectorate reminds that for electric scooters, gyroscooters, monowheels, segways, and other devices, the traffic rules have introduced a generalized concept (PMD), i.e., a device or apparatus, not being a means of transport, powered by an engine and intended for individual or joint (if specially equipped seating is available) use by pedestrians. It should be remembered! Those who move on PMDs are considered pedestrians. It is necessary to recall the rules for using electric scooters and other personal mobility devices (PMDs): crossing the roadway on a PMD must be carried out on a bicycle crossing or bicycle path, in their absence – in places intended for pedestrians (sidewalk, pedestrian path or shoulder), without creating obstacles for pedestrian traffic. When moving on roller skates, other personal mobility devices, the roadway should be crossed at the speed of a walking pedestrian, ensuring that entering the roadway is safe. It is forbidden to move on PMDs: at a speed exceeding 25 km/h; while intoxicated; it is forbidden to carry anyone outside specially equipped seating provided for by the PMD design; not holding the handlebars (if available); persons under 14 years of age (except in pedestrian and residential zones). When using PMDs: it is necessary to ensure the serviceability of the braking system and steering; it is recommended to wear protective equipment – a helmet; in the dark and/or in conditions of insufficient visibility, one must be identifiable by a reflective element, and the PMD must be equipped with and have switched on a headlight (lamp) that allows timely detection of obstacles; one should refrain from watching gadgets and listening to music while operating; near exits from retail outlets, underground passages, and stops, one should be prepared for the sudden appearance of people. For violation of the traffic rules of the Republic of Belarus by pedestrians moving on personal mobility devices, citizens who have reached the age of 16 are subject to liability. According to Part 1 of Article 18.20 of the Code of Administrative Offenses of the Republic of Belarus, administrative responsibility is incurred in the form of a fine from 1 to 3 base units (from 37 to 111 rubles), and according to Part 2 of Article 18.20 of the Code of Administrative Offenses of the Republic of Belarus, pedestrians who are in a state

and intoxication, or those who refuse to undergo examination, will be brought to administrative responsibility in the form of a fine ranging from 3 to 5 basic units (from 111 to 185 rubles). If the offender has not reached the age of 16 at the time of violating the Traffic Rules of the Republic of Belarus, then their parents or legal guardians, responsible for child-rearing, will be brought to administrative responsibility in accordance with Part 1 of Article 10.3 of the Code of Administrative Offences of the Republic of Belarus, in the form of a fine of up to 10 basic units (up to 370 rubles).
