A personal mobility device is a device or apparatus, not being a vehicle, powered by an engine and intended for individual or joint (if specially equipped seating is available) use by pedestrians (electric scooter, self-balancing scooter, Segway, unicycle, etc.).



As of October 27, 2022, the Traffic Regulations in Belarus have been updated.

New rules have been established regarding the use of electric scooters and other personal mobility devices (PMDs):

- movement is permitted only on bicycle paths, and in their absence, on sidewalks, pedestrian paths, or the roadside, without creating obstacles for pedestrians;
- speed not exceeding 25 km/h;
- persons under 14 years of age are prohibited from using PMDs (except in pedestrian and residential zones);
- it is prohibited to be in a state of intoxication;
- it is prohibited to carry anyone on unequipped seating, or to not hold onto the handlebars.

It should be remembered that a person moving on a PMD is considered a pedestrian.

When using a PMD:

- it is necessary to ensure the braking system and steering are in good working order;
- it is recommended to wear protective equipment, such as a helmet;
- during darkness and/or insufficient visibility, reflective elements (flickers) must be used, and the device's headlight (lamp) must be switched on;
- one should refrain from using gadgets and listening to music while operating the device;
- be prepared for the sudden appearance of people near exits from commercial facilities, underground passages, and bus stops.
