It is not easy for car drivers to notice pedestrians, drivers of horse-drawn carts moving along the roadside without retroreflective elements - flickers. In this case, the risk of a road traffic accident significantly increases.
Horse-drawn transport must be equipped with retroreflectors: white at the front, red at the rear. In the absence of these on horse-drawn transport, a retroreflective strip must be present. In addition, it is advisable for the driver of a horse-drawn cart to have a special vest with retroreflective stripes. Otherwise, a fine of one to three base units will be imposed.
For walking along the edge of the carriageway in the dark without flickers, retroreflective elements, 38 citizens have been brought to administrative responsibility over the past month. Fortunately, no road traffic accidents involving pedestrians have occurred in our district during this time, but in the republic, the number of such accidents accounted for 90 percent of their total number. Seven people died.
From October 18 to 23 of the current year, the Ministry of Internal Affairs conducted a special set of measures "Pedestrian" throughout the republic.
An operation was also carried out on the territory of the Lepel district.
Having driven along a number of streets, the participants of the raid were convinced that most of the townspeople are disciplined pedestrians. Even those townspeople whom we met without flickers realize that the use of retroreflective elements is necessary for all road users. This helps to maintain a calm and stable situation on the road.
