The Chairman of the Vitebsk Regional Executive Committee, Alexander Kosinets, is confident in the necessity of material incentives for employees involved in the production of innovative products and the provision of paid services. He stated this today at a session of the Vitebsk Regional Council of Deputies, where the results of the region's socio-economic development in 2011, the draft forecast of socio-economic development for 2012, and the regional budget for 2012 were discussed, as reported by a BELTA correspondent.
The governor considers the complaints of some managers that employees of enterprises and organizations are going to work in neighboring territories where wages are higher to be unjustified. "Earn, create a material base, provide material incentives to people," he said. For example, in medicine, it is worth looking at the experience of Russian clinics, where about 80% of the funds received from paid services are allocated to the wages of the personnel directly providing this service. "Funds received from paid services in healthcare, education, culture, and the social sphere should be maximally distributed to the performers. People should have motivation, then they will truly be interested in developing these services," believes Alexander Kosinets.
The governor demands that similar approaches be applied in the production sector when producing innovative products. This year, 27% of the shipped products in the region are innovative, and their implementation has generated Br9 trillion. Meanwhile, designers, technologists, and workers involved in their production are still working only at approved rates. Alexander Kosinets demanded that wage issues be carefully reviewed.
The Chairman of the Vitebsk Regional Executive Committee criticised the region's corps of directors. "I do not see much activity from the corps of directors in creating a competitive economy, modernising enterprises, and introducing new technologies. Everyone just hopes and waits for administrative resources to be applied or for subsidies to be issued from the budget," he said. The Governor demanded that the managers create conditions for employees to receive decent wages, rather than complaining about staff turnover. In his opinion, it is necessary to balance price policy and wages with the adjacent territories of the Russian Federation within two years, and for this, managers must focus on the economy of their enterprises. "Initiative, creative approach, and results are the main requirements for the corps of directors," emphasised Alexander Kosinets.
In 2012, the Vitebsk region undertook to achieve a gross regional product growth rate of 105.2%-109% compared to 2011, increase goods exports by 5%, and achieve a positive balance of foreign trade turnover (excluding oil products). The average wage by the end of 2012 should be at least Br4.9 million. Deputies approved the forecast for the socio-economic development of the region. -0-
