Shaev Valentin Petrovich - Deputy Chairman of the Investigative Committee of the Republic of Belarus,
Rakhmanov Alexander Alexandrovich - Head of the Department of the Investigative Committee of the Republic of Belarus for the Brest Region,
Shalukhin Vladimir Vasilyevich - Head of the Department of the Investigative Committee of the Republic of Belarus for the Vitebsk Region,
Leonko Iosif Edvardovich - Head of the Department of the Investigative Committee of the Republic of Belarus for the Grodno Region,
Sinyak Egor Stepanovich - Head of the Department of the Investigative Committee of the Republic of Belarus for the Minsk Region,
Volkov Alexey Alexandrovich - Head of the Department of the Investigative Committee of the Republic of Belarus for the city of Minsk.
As reported to the head of state by the Chairman of the Investigative Committee Valery Vakulchik, candidates for the positions of heads of the committee's departments for the Mogilev and Gomel regions will be submitted within two weeks.
Alexander Lukashenko, addressing those present, emphasized that he expects independent work and an honest approach to considering each case from the Investigative Committee. "I want you to understand: we have undertaken a very serious task. We need an independent Investigative Committee, subordinate only to the law," the President stated. "There have been, are, and will be problems in our country, and the population can digest, survive, and forgive all problems and difficult moments if we make mistakes somewhere. But a person will never forgive the violation of their rights, and if, God forbid, we break a person's destiny. Injustice from the state (in this case, the state is you, the investigators), unfair treatment in terms of investigating certain offenses, and, as a consequence, an unfair court sentence, will remain in a person's heart or life forever. This is what will remain with a person forever."
The Head of State emphasized in this regard: "Such cases must be avoided to the maximum extent possible. And it is better if they do not happen at all. If you see that there are not enough facts to say that yes, you are a criminal and you must go to court, it is better to withdraw the accusation. But under no circumstances should you 'stretch' things, as it happens (less so here, more in other countries), and declare that we have solved the problem, we have found the criminal. Nothing should be done for the sake of appearances," the President warned.
"The fates of people are in your hands. Let's be frank, often the fates of people who define the face of our state: be it in production, business, public service, and so on," the Head of State added.
Alexander Lukashenko also warned against any manifestation of off-duty relationships: "There should be no such relationships: I'm your friend, you're my friend, let's sort this out – that's not how it should be."
The Head of State noted that this is primarily why Valery Vakulchik was appointed as the head of the Investigative Committee. "Many may have thought about the lack of experience and so on, but for me, an honest, crystal-clear honest person is important here. I cannot find fault with him in his service, I cannot! A person who came from the land, who has known what life is, has always acted honestly and decently," the President said.
"I earnestly ask you: do not offend people! But a thief must sit in prison. A criminal, a lawbreaker must bear responsibility with the utmost severity of the law. If this does not happen, expect an increase in crime. Punishment must be inevitable, but honest and fair," Alexander Lukashenko stressed.
At the same time, the President expects the Investigative Committee to be apolitical. "There should be no politics in your work. The law is your handbook. To engage in politics, there are civil servants and political structures for that. Your business is the law and responsibility according to the law," the Head of State emphasized. "You cannot politicize processes where they cannot and should not be politicized. You must remember this.""I sincerely hope that all of you love our country, Belarus. And you must remember that the independence and sovereignty of our country are sacred. And you must defend them, including as military personnel. Therefore, my decision was unequivocal - the Investigative Committee must be a militarized structure, and people in uniform must work there. I promise you that I will do everything possible for you to solve these problems. Everything will depend only on you," the President said.
"We will spare no effort to enable you to perform your functional duties at the highest level, so that your colleagues from neighboring and other countries, when visiting you and studying your experience, will always admire what we have created by following this path, the most honest and fair structure in the entire world. We can do this. And not only because I insist on it. Because we have a serious foundation for this - the mentality of our people," the Head of State is confident. -0-
