May 6, Minsk /Tatsiana Polozhay - BELTA/. President of Belarus Alexander Lukashenko demands strict order to prevent future incidents like the explosion in the Minsk metro. He stated this on May 6 at a meeting on the progress of the investigation into the circumstances of the explosion at the "Oktyabrskaya" station of the Minsk metro, BELTA was informed by the press service of the head of state.
"I want to draw the attention of all heads of all institutions, organizations, plants, and factories: establish order! Working hours should be dedicated solely to work," demanded Alexander Lukashenko.
According to the President, the investigation of the terrorist act and other criminal cases has revealed weaknesses in Belarusian society.
"The analysis of the situation at the plant where the accused worked indicates poor practices of mismanagement, nepotism, indifference, detachment of managers from people, and weak personnel and ideological work. All this together creates a fertile ground for the emergence and formation of antisocial views and ideas," the President believes.
"This is unacceptable: we start to investigate - this person could easily leave work, collect balls, reinforcement bars and do his own things, including testing explosive devices in the forests. And nobody saw this," said the head of state. "Indiscipline and laxity in enterprises and organizations must be stopped," demanded the President. "We have Soviet experience from the Andropov era. Whether someone likes it or not, but approximately in this way we must make everyone work," he added.
According to the President, another negative trend has emerged in society. "We work half-heartedly, for half of the working time. We give half of what we should give, but we want to live well. That's not how it works," said the head of state.
Addressing the Secretary of the Security Council Leonid Maltsev, Alexander Lukashenko noted: "We agreed: for cases of mismanagement, disorder in the public sector, state structures, including private ones, decisions must be made instantly."
"Make everyone work," emphasized Alexander Lukashenko. "So that we don't grab our heads and shout again, let's establish order in society now."
According to the President, preliminary results of inspections show that the causes and conditions contributing to crimes are not solely due to the shortcomings of law enforcement agencies. "There is more disorder in educational institutions and enterprises than necessary. In particular, a large number of violations are identified in schools regarding the organisation of the educational process, the conduct of cultural and mass events, and the handling of ammunition and chemical reagents. Objects posing a threat to people's lives and health are located in close proximity to schools," said the Head of State. Alexander Lukashenko stressed that he had ordered all educational institutions, including secondary schools, as well as enterprises, to be inspected.
"But there is another side to the coin: I am receiving information that some of our officials are trying to silence people. This must not be allowed under any circumstances," said the Head of State.
A person, having completed their working hours, has the right to express their point of view at home or in designated places, as in a true democratic state, and no one has the right to interfere with this, the President emphasised.
Alexander Lukashenko added that if a person breaks the law, they must be held accountable to the fullest extent. "If we start suppressing people, then we will not be understood," said the Head of State.
In the President's opinion, the country has everything, from the regulatory framework, modern electronic technologies and telecommunication networks to specialised units, to ensure conditions under which every citizen can be assured of their safety at any time and in any situation. "That is, we have the entire set of measures, we have the regulatory framework, so why and where is this entire complex not working?" said the Head of State. He also added that solutions are needed not only for solving crimes but also for creating an effective system of measures in practice to ensure citizens' safety.
The President recalled that the perpetrators of the explosion have been charged accordingly, and a number of criminal cases have been initiated against officials whose actions should have prevented the tragedy.
Addressing the participants of the meeting, Alexander Lukashenko noted that today it is necessary to get answers to other questions related to this bloody crime. But the most important work, according to him, should be carried out to prevent such incidents in the future.
The President was informed about the progress of the investigation and the implementation of the instructions given by the Head of State in connection with the explosion in the Minsk metro, as well as other operational-search activities.-0-
