In 2019, 116 reports and notifications of deaths were registered in the district. Following the review of these reports (notifications), criminal proceedings were refused in 113 cases, and 3 criminal cases were initiated.
In the past year, no intentional infliction of grievous bodily harm resulting in the victim's death was registered (in 2018, the figure was also 0).
However, in the past year, the number of cases of intentional infliction of grievous bodily harm not resulting in the victim's death increased from 2 to 4.
It should be noted that alcoholism continues to be a significant catalyst for negative processes in society.
As of 03.01.2020, 602 individuals were registered at the narcology department of the "Lepel Central District Hospital" healthcare institution for alcohol dependence syndrome, and 219 individuals for harmful alcohol consumption.
Over 12 months of 2019, the Lepel District Department of Internal Affairs seized 1817.98 litres of homebrew and moonshine (783.59 litres in 2018), and 39.1 litres (0.95 litres) of counterfeit alcoholic beverages. 56 (68) administrative offence reports were drawn up under Article 12.43 of the Code of Administrative Offences of the Republic of Belarus. Over 12 months of 2019, 81 individuals were registered with a narcologist (67 in 2018), and 42 individuals were sent to a therapeutic and preventive facility (41 in 2018).
In 2019, preventive entities continued their systematic work to identify and suppress illegal distillation of alcohol, the production of surrogate alcohol, and the identification and registration of individuals abusing alcoholic beverages. However, an increase from 35 to 76 in the number of crimes committed while intoxicated indicates its insufficiency.
Furthermore, in 2019, 25 fires (26 in 2018) were registered in the Lepel district, including 4 with citizen fatalities (3 in 2018). As a result of these fires, 6 people died (3 in 2018). No deaths of minors occurred. Following investigations into these fires, decisions were made to refuse the initiation of criminal proceedings. In all four cases, the suspected cause of the fires was careless handling of fire (smoking) while intoxicated.
An analysis of the causes and conditions of citizen deaths in fires revealed that in all cases of fatalities in residential premises, autonomous smoke detectors were not installed. Deficiencies were also identified in preventive work with those who died, in connection with which, on 09.08.2019, the Chairperson of the Lepel District Executive Committee
a representation was submitted to the executive committee to eliminate violations of the legislation on preventing the death of citizens from fires, the causes and conditions conducive to them.
In 2019, the District Prosecutor's Office conducted 6 (4 in 2018) inspections in the field of crime prevention, as a result of which 6 (4) representations were submitted. According to the acts of prosecutorial supervision, 4 (8) persons were brought to disciplinary responsibility, and at the prosecutor's request, 32 (38) persons were brought to administrative responsibility. The District Prosecutor's Office also conducted 4 inspections at the criminal executive inspection of the Lepel District Department of Internal Affairs, as a result of which 2 representations were submitted to eliminate violations of the legislation, the causes and conditions conducive to them. Issues of crime prevention were also raised as additional issues in other acts of prosecutorial response.
In 2019, 3 coordination meetings were held to combat crime and corruption in the Lepel district on the issues of crime prevention.
The following issues in the analyzed sphere were considered at the coordination meetings:
- on the measures taken by the subjects of preventive activities to enforce the legislation aimed at combating recidivist crime and crimes committed by persons under the influence of alcohol;
- on the measures taken by the subjects of preventive activities to prevent the death of citizens from external causes;
- on the implementation of the district comprehensive program for crime prevention for 2019.
The fight against drunkenness, including by identifying persons engaged in moonshining and illegal trade in alcoholic beverages, remains the most relevant area of preventive work. Further improvement of interaction between prevention subjects through timely and targeted exchange of up-to-date information, and thereby activating the activities of public order protection points councils, seems promising.
In 2019, prosecutorial response measures improved the interaction of the Lepel District Department of Internal Affairs with the councils of public order protection points and the information support of these councils (a representation was submitted to the head of the Lepel District Department of Internal Affairs to eliminate violations of the legislation on crime prevention, the causes and conditions conducive to them), measures were taken to intensify the work of inspection commissions (a representation was submitted to the chairman of the Lepel District Executive Committee, according to
results of which, with the participation of representatives of the Department for Emergency Situations of the Vitebsk Region, a seminar was held on the issue of the work of inspection commissions).
Furthermore, considering the increase in the number of crimes committed by persons under the influence of alcohol and crimes in the sphere of domestic relations, the Lepel District Department of Internal Affairs is focused on strengthening preventive measures against these types of offences.
Thus, in 2019, police officers identified 1447 (+35) administrative offences under Article 17.3 of the Code of Administrative Offences of the Republic of Belarus, 296 (+171) administrative offences under Article 9.1 of the Code of Administrative Offences of the Republic of Belarus, issued 20 (+8) protective orders, seized 1817.98 L (+1034.39 L) of moonshine and moonshine mash, 39.1 L (+38.15 L) of counterfeit alcoholic beverages, conducted 140 (+34) medical examinations of citizens for the purpose of sending alcohol abusers to Treatment and Labour Dispensaries, and 81 citizens (+14) were registered with a narcologist.
The prevailing negative trends were discussed at a coordination meeting held in December 2019 on the implementation of the comprehensive crime prevention plan.
The District Prosecutor's Office continuously carries out supervisory measures in the sphere of crime and offence prevention in the Lepel District. In cooperation with preventive entities, work on preventing fatalities, crimes and offences in the sphere of domestic relations, and crimes and offences committed by persons under the influence of alcohol will be continued in the future.
