On October 28, Vitebsk /Sergey Kochetov - BELTA/. Belarus needs a new philosophy for shaping innovation policy. This opinion was expressed by Lyudmila Nekorosheva, Head of the Department of Economics of Industrial Enterprises at the Belarusian State Economic University, Professor, Doctor of Economic Sciences, at the international scientific and practical conference "Socio-economic development of organizations and regions of Belarus: goals, priorities, mechanisms of structural transformations" held in Vitebsk, BELTA correspondent reports. The novelty lies in the need to apply a multi-level approach, the scientist clarified. The formation of innovation policy should primarily begin with tracking and analyzing global trends for subsequent decision-making aimed, which is very important, at creating global competitive advantages. Today, changes in the external environment affect the work of enterprises to a much greater extent than the use of their internal resources. Any organization exists in the global flow of capital, technologies, and goods, and it is necessary to be able to assess global trends to ensure a higher level of global competitiveness. "Today, the pace of development is very high, and those entities that move slowly are already inherently lagging, so it is very important in innovation policy to use adequate information about global trends," emphasized Lyudmila Nekorosheva. The next level should be the supranational level in the formation of an innovative development strategy, implying the use of the potential of interregional alliances with other states. Active participation in international communities provides an opportunity to accumulate resources for innovation activities. Today, Belarus has the opportunity to actively use the potential of the CIS countries' international innovation development program until 2020. In addition, the Customs Union and the Single Economic Space of Belarus, Russia, and Kazakhstan can also positively influence innovation processes.
