From December 16, 2019, to January 12, 2020, a set of additional measures was carried out in the Vitebsk region to monitor the behaviour of minors during New Year's events and winter holidays, with the aim of preventing offences by minors and emergencies involving them.
In anticipation of the holidays, all educational institutions in Lepel and the Lepel district held presentations and briefings for students and teaching staff on the need to observe personal safety measures, rules of conduct in public places, and the inadmissibility of committing unlawful acts.
As part of the activities carried out, raid groups comprising officers from the Juvenile Affairs Inspectorate and other departments of the Lepel District Department of Internal Affairs organised daily evening patrols to identify offences committed by minors, detect instances of alcohol and low-alcohol beverage sales to adolescents, check on minors with whom individual preventive work is organised and conducted, and patrol discotheques, dormitories, and other places where minors congregate. Furthermore, work was organised to inspect dysfunctional families where children recognised as being in a socially dangerous situation are being raised. Following the raid activities, one instance of failure by parents from the aforementioned category of families to fulfil their parental responsibilities was identified, and the Department of Education and the Commission for Minors' Affairs of the Lepel District Executive Committee were informed for appropriate action.
It is worth noting that during the New Year holidays and winter break, out of the total number of minors with whom individual preventive work is organised by the Lepel District Department of Internal Affairs and other territorial internal affairs departments, and who arrived for the holidays in the Lepel district, only one minor committed a
offence for failure by parents to accompany minors under sixteen years of age during night hours.
Overall, the measures taken have helped to maintain a favourable environment among adolescents and prevent crimes committed by minors.
