The Government of Belarus has approved the subsistence minimum budget per capita and by major socio-demographic groups in September 2010 prices, calculated for one month. The relevant decision is contained in the Resolution of the Council of Ministers No. 1567 of 26 October of the current year, BELTA was informed by the Office of the Council of Ministers. The period of validity of this social standard is from 1 November of the current year to 31 January 2011. The subsistence minimum budget per capita from November will amount to Br283 thousand 50. For the working-age population, the subsistence minimum budget is set at Br302 thousand 490, for pensioners - Br252 thousand 230, for children-students - Br302 thousand 950, for children aged 3 to 16 - Br345 thousand 380, for children under 3 years of age - Br251 thousand 830. As noted in the Department of Integrated Problems of Social and Labour Sphere Development of the Ministry of Labour and Social Protection, the new subsistence minimum budget has increased by 3.1% compared to the subsistence minimum budget, which is valid from 1 August to 31 October (amounting to Br274 thousand 510). From November, the amounts of state benefits for families raising children will increase by 3.1%. The amounts of social pensions, as well as supplements and increases established for pensions of certain categories of pensioners, will be increased accordingly. The subsistence minimum budget is approved quarterly by the government in the prices of the last month of each quarter. In accordance with the Law "On the Subsistence Minimum in the Republic of Belarus", it is intended for analysing and forecasting the living standards of the population, providing state social assistance to low-income citizens (families), and substantiating minimum state social and labour guarantees. The subsistence minimum budget is used to assess the level of population income, amounts of wages, pensions, benefits and other social payments, and to determine the level and scale of low-income status. The subsistence minimum budget is the cost value of a minimum set of material goods and services necessary to ensure human life and maintain health, as well as mandatory payments and contributions.
