In 2017, 44 unemployed individuals in Vitebsk received financial support from the Social Protection Fund of the Population to start their own businesses. As reported to a BELTA correspondent at the city executive committee, the total amount of subsidies amounted to Br94 thousand.

With this funding, citizens were able to take their first steps in organising entrepreneurial activities. Among the popular areas were construction (finishing, plastering, joinery, plumbing, and other works), vehicle maintenance and repair, repair of sewing and knitwear, retail trade, and souvenir manufacturing.

Last year, a master class titled "Paths to Choosing a Business Niche. Forming a Unique Offer" was held for unemployed individuals wishing to start their own businesses, organised by the labour department of the city executive committee in conjunction with Vitebsk Regional Business School LLC. Twenty-three people were enrolled in the "Fundamentals of Entrepreneurship" training courses.

The city executive committee noted that information on assistance to the unemployed in organising entrepreneurial and craft activities is available on their website, and this information can also be found at district administrations and tax authorities.
