In the vocational education system of the Vitebsk region, over 50% of students will be trained under targeted assignments, the deputy head of the education department of the Vitebsk Regional Executive Committee, Sergey Kovalenko, told a BELTA correspondent. The reorientation from the contractual system to admission under targeted assignments is primarily due to the need to provide young people with a 100% job placement and legally secure this commitment. The admission of students on the new principle will begin this year. Until now, the vocational education system in the region has prioritized the contractual basis: initially, a bilateral agreement was concluded between an employer and an educational institution for the training of a worker of a certain qualification. In the 2nd-3rd year of study, it was re-concluded as a trilateral agreement: the student himself was already included in the chain. The disadvantage of this system is the lack of legal responsibility of the employer for breach of contract. "Unfortunately, we have cases where employers refused graduates before their assignment," stated Sergey Kovalenko. He emphasized that a targeted assignment is a guarantee of a young person's right to a job, although it imposes more obligations on both him and the employer. Another significant advantage of targeted training for students, according to the deputy head of the education department, is a guaranteed place for practical training. "It is important for a young person to hone their professional skills where they plan to work in the future. This will give them the opportunity to immediately compete effectively in the labor market, and the employer to receive a young specialist after training who is 100% ready to work at their enterprise, requiring no additional time or material costs for acquiring the necessary skills," added Sergey Kovalenko. This year, 6.5 thousand people will graduate from vocational education institutions in the Vitebsk region, and the intake for the new academic year will be 4.4 thousand school leavers. -0-
