The subprogramme is aimed at providing state support for the creation and maintenance of conditions for the permanent storage of archival documents as an integral part of the historical, cultural, informational, and intellectual heritage of the Belarusian people, and ensuring user access to archival information. At the same time, the accessibility of archival documents is largely determined by their preservation status.

In 32 state archival institutions, 123 territorial (district or city) archives of local executive and administrative bodies, there are 14,009,306 storage units, dating from 1391 to the present day, including documents of state bodies, state and non-state organizations, political parties, public associations, and citizens.

To ensure the security of archival collections, optimal storage conditions for archival documents are created and maintained, new buildings are constructed, and existing buildings of archival institutions are renovated and repaired. All institutions are equipped with fire-fighting, security, and alarm systems, as well as technical means for creating optimal temperature and humidity, lighting, sanitary, and security regimes in archive storage facilities. The National Historical Archive of Belarus in Grodno has been moved to a new building, storage areas for documents of the zonal state archive in Lida have been expanded, and major repairs are underway at the state archive of the Brest region, and the central laboratory for microfilming and restoration of documents of the National Archival Fund of Belarus.

An important area of activity for state archives is work to satisfy the information needs of citizens and society. Annually, archives process about 30,000 requests of a socio-legal nature, about 300 genealogical requests, and over 15,000 thematic requests.
