Every fourth organisation or enterprise of communal ownership in the Vitebsk region has taken advantage of the opportunity to apply new forms of material incentives for employees' labour, the Labour, Employment and Social Protection Committee of the Vitebsk Regional Executive Committee informed BELTA.
Decree No. 49 of 23 January 2009 "On Certain Issues of Stimulating the Sale of Products, Goods (Works, Services)" and Decree No. 181 of 10 May 2011 "On Certain Measures to Improve State Regulation in the Field of Remuneration" provide employers with broad opportunities to financially motivate employees.
Out of 464 economic entities of communal ownership in the region, 53 organisations have utilised the provisions of Decree No. 49. Of these, 37 employers pay monthly remuneration to employees involved in product sales, including exports, and in reducing finished goods inventories, calculated as a percentage of revenue from product sales at current prices, without any maximum limits. Another 16 organisations have established personal remuneration terms calculated as multiples of the first-category tariff rate applicable within the organisation, with no maximum limits on incentive payments.
Decree No. 181 expands employers' rights to establish flexible employee remuneration terms, granting commercial organisations and individual entrepreneurs the authority to independently decide on the application of the Unified Tariff Grid for Employees of the Republic of Belarus when determining employee remuneration terms. In three organisations in the region, employees' labour is remunerated without the application of the Unified Tariff Grid; another 48 have developed their own tariff grids.
As noted by the committee's specialists, to provide methodological assistance to enterprises and organisations in the broader application of flexible remuneration systems, specialists from the regional committee, together with their colleagues from district labour and social protection departments, have conducted 15 seminars since the beginning of the year, attended by 800 managers and specialists.
Decree No. 49 of January 23, 2009, "On Certain Issues of Stimulating the Sale of Products, Goods (Works, Services)" was adopted with the aim of increasing the interest of employees of commercial organizations, regardless of their form of ownership, in ensuring the growth of sales volumes of products and goods, including for export, reducing inventories of finished products, and receiving foreign exchange earnings. It was implemented as an experiment in 2009 and 2010. Taking into account the need to expand sales markets for Belarusian products in global markets and to stimulate the growth of their sales volumes, Decree No. 682 of December 27, 2010, made Decree No. 49 permanent.
Decree No. 181 of May 10, 2011, "On Certain Measures to Improve State Regulation in the Field of Remuneration" grants commercial organizations and individual entrepreneurs the right to independently decide on the application of the Unified Tariff Grid for Employees of the Republic of Belarus when determining the terms of remuneration for employees. This allows for the establishment of flexible remuneration terms aimed at strengthening employees' material interest in increasing labor productivity and taking into account to the maximum extent the complexity of the work performed, the level of qualification, the efficiency, quality, and working conditions, as well as the contribution of each employee to the overall results of activities, their initiative, and creative approach.-0-
