Fourteen people were dismissed in the Vitebsk region in January-July of the current year for violating Directive No. 1, reported Elena Kozlova, Head of the Department for Supervision of Legislation Enforcement and Legality of Legal Acts of the Vitebsk Region Prosecutor's Office, to a BELTA correspondent.
In order to implement the provisions of the Directive, the region's prosecutor's offices constantly carry out supervisory work on the state of legality in the field of occupational safety and labor relations. Thus, over 7 months of this year, prosecutors conducted over 190 inspections on issues of labor legislation enforcement, combating alcoholism and preventing offenses, as a result of which more than 900 acts of prosecutorial supervision were prepared, about 600 individuals were brought to various types of liability, including 14 dismissed from their positions.
"Overall, the comprehensive measures taken by all interested departments of the region have contributed to an improvement in the situation with industrial injuries: the number of fatalities at enterprises in January-July decreased from 19 in the same period last year to 10 people, and those severely injured – from 56 to 44, respectively. The number of fires also decreased from 348 to 289, and the number of people killed in them, from 133 to 86. The number of road traffic accidents decreased from 339 to 275," stated Elena Kozlova, emphasizing at the same time that the issue of employers enforcing legislation aimed at protecting the health and lives of employees while performing their work duties remains acute and requires constant attention.
In particular, inspections conducted by the prosecutor's offices show that not all enterprises in the region have adequately staffed occupational safety services, and the established services, like employers, often do not fully perform their functions. This is evidenced by numerous violations of occupational safety rules, which create conditions for industrial injuries and harm to people's lives and health.
Thus, in most agricultural organizations, facts of employees being in a state of alcohol intoxication are systematically recorded, including driving departmental vehicles while intoxicated. Some organizations of the region's agro-industrial complex do not comply with the requirements of the legislation on the procedure for conducting pre-trip medical examinations of drivers. Such violations have been identified in KUSKhP "Kashchinskoye", GP "Lukoml", KUSKhP "Soboli", OAO "Prozemle-Agro", KUSKhP "Krasnolukskoye", KUSKhP "Chashnikskoye", OAO "Braslavsky Rayagrosevis" and a number of other enterprises. Prosecutors' complaints are caused by the state of fire protection of social facilities, agricultural organizations, and issues of ensuring road traffic safety.
Therefore, the situation in the sphere of ensuring public safety requires increased attention from all interested departments to the problem of preventing industrial injuries and averting deaths as a result of various incidents, concluded Elena Kozlova.-0-
