The number of citizens' appeals received by the Vitebsk Regional Executive Committee on employment and social protection issues decreased by a quarter in 2011. The number of such applications to the Committee for Labor, Employment and Social Protection of the Population of the Regional Executive Committee decreased by 7.8%, the Administrator of Affairs of the Vitebsk Regional Executive Committee, Aleksey Matyushko, informed a BELTA correspondent.
According to the interlocutor, the decrease in these appeals is due to the measures taken for the social protection of the population. In 2011, state targeted social assistance in the amount of Br13.0 billion was provided to almost 42 thousand low-income citizens. The main recipients of one-time social benefits were 3.3 thousand large families, 4.2 thousand single-parent families, 2.3 thousand families raising one or two minor children, and 2.2 thousand single citizens. 9.6 thousand children in their first two years of life were provided with free food products worth Br11.6 billion.
In accordance with the order of the Regional Executive Committee in December last year, 3.9 thousand low-income families and citizens in all regions of the oblast received one-time material assistance for the New Year from local budgets totaling Br686.7 million. During the year, 568 citizens received one-time financial assistance due to difficult financial circumstances caused by unforeseen events, in the amount of Br290.8 million from the reserve fund of the Regional Executive Committee.
For efficient use of labour resources and activation of migration processes in the region, an effective mechanism for resettling unemployed citizens and their families to a new place of residence and work with the provision of housing has been developed and is functioning. In 2011, 107 families of unemployed people resettled to a new place of residence and work. In December, compared to January 2011, the number of vacancies declared by organisations to the labour, employment and social protection bodies of the Vitebsk region increased by 12% and amounted to 5.5 thousand. The labour market is focused on blue-collar professions, which accounted for over 80% of the total number of vacancies. To meet the labour market's demand for personnel, with the assistance of the labour, employment and social protection bodies, over 3 thousand people were directed to vocational training, retraining and skill enhancement programmes for the unemployed, including 27% on employer's request. Vocational training for the unemployed is carried out in more than 80 professions based on the educational and training network of the region and the republic. Special attention is paid to the vocational training of the unemployed on employers' request for construction organisations in the region. On average, 35% of the total number of people directed to vocational training are citizens acquiring construction professions. The unemployment rate does not exceed socially acceptable limits – 0.8% of the economically active population. More than 25 thousand people have been employed in newly created jobs.
At the same time, Alexey Matyushko noted that last year the number of appeals regarding remuneration and compliance with labour legislation in the industrial, construction, agro-industrial complex sectors, and private enterprises increased. Despite the fact that for the region as a whole, from January to December 2011, compared to the corresponding period in 2010, wages increased by almost 57% and amounted to Br1736 thousand, and in December 2011 – by 77.8% and reached Br2589 thousand, the region did not achieve the planned wage growth parameters established by the order of the regional executive committee.In 2011, the total number of citizens' appeals to the Vitebsk Regional Executive Committee decreased by 25%, and by 18% to city and district executive committees. The number of citizens' appeals received by the regional executive committee from higher state bodies decreased by 22%, and by 36% to city and district executive committees. The number of repeated appeals from citizens to the regional executive committee decreased by 46%, while their number in city and district executive committees remained at the 2010 level. -0-
