On September 22, tactical special exercises were held in Lepel district to prepare the management bodies and forces of the Lepel district unit of the Vitebsk territorial subsystem of the State System of Emergency Situations and Civil Defence for actions in case of hazardous meteorological phenomena, natural disasters at facilities that cannot be disconnected from the power supply for a long time (with the issue of connecting mobile power sources being worked out).

According to the tactical scenario, as a result of the cyclone "VEGAS" passing through the territory of Lepel district (strong gusty wind reaching speeds of 30 m/s, heavy precipitation in the form of wet snow turning into freezing rain), a transformer substation was put out of operation with subsequent ignition, which caused the disconnection of the dairy farm complex equipment in the village of Yurkovshchina from the power supply. There was a casualty inside the transformer substation.
Based on the results of the exercise, an assessment was made of the reality of planning protective measures, the effectiveness of the work of the Commission for Emergency Situations under the Lepel District Executive Committee and the district operational headquarters for managing the liquidation of emergency situations.
In the process of eliminating the consequences of this emergency situation, clear and coordinated interaction of all services and departments played the most important role. The employees of the involved services acquired a wealth of important and useful knowledge and skills that will be useful to them in solving real tasks and will become an integral part of the successful liquidation of emergency situations.
