Despite the measures taken, a significant number of vehicle owners continue to ignore the procedure for checking the technical condition of their vehicles, thus irresponsibly treating their own safety and the safety of others. Cars with an unpleasant appearance, visible signs of corrosion, body damage, and vehicles with malfunctioning external lighting devices that mislead other road users evoke negative emotions. Many drivers, even if their vehicle is technically sound, are in no hurry to undergo state technical inspection, explaining this by the fact that when paying the state fee for technical inspection, it is also necessary to pay the state fee for issuing a permit for a vehicle to participate in road traffic.
In order to tighten control over the timely passing of state technical inspection and obtaining a permit to participate in road traffic, and to identify vehicles operated with technical malfunctions that threaten road traffic safety, from 11 to 21 December 2018, the "GOSKHTEKHOSMOTR" decade is being held in the Vitebsk region. State Automobile Inspectorate officers, jointly with employees of UP "Beltekhosmotr" and the Transport Inspectorate, will conduct joint raids to identify vehicle owners who have not passed the state technical inspection within the established period. Special attention is paid to vehicles for passenger transportation – taxis and buses. Drivers whose vehicles are operated without passing state technical inspection or do not comply with the requirements of technical normative legal acts will be brought to administrative responsibility.
We would like to remind you that in accordance with Article 18.12, Part 1 of the Code of Administrative Offences of the Republic of Belarus, driving a vehicle with malfunctions of the braking system, steering system, coupling device (as part of a train), windshield wipers (during precipitation), with non-functioning headlights and rear position lights (in the dark and in conditions of poor visibility) entails administrative liability in the form of a fine of up to 3 base amounts. Driving a vehicle with malfunctions, except for those specified in Parts 1 and 2 of this Article, or with non-compliance with the conditions under which its participation in road traffic is prohibited by the traffic rules (in accordance with Article 18.12, Part 3 of the Code of Administrative Offences of the Republic of Belarus) entails administrative liability in the form of a fine of up to 1 base amount. Driving a vehicle for which a permit for participation in road traffic has not been issued, or which has not been registered in the prescribed manner, entails liability under Article 18.12, Part 5 of the Code of Administrative Offences of the Republic of Belarus and is punishable by a fine of up to 3 base amounts. Actions provided for in Parts 1, 3-5 of Article 18.12 of the Code of Administrative Offences of the Republic of Belarus, committed repeatedly within one year after the imposition of an administrative penalty for the same violations, are subject to liability in accordance with Article 18.12, Part 9 of the Code of Administrative Offences of the Republic of Belarus in the form of a fine of up to 5 base amounts, with a minimum of 2 base amounts.
It is worth noting that vehicle owners have increasingly been passing technical inspections illegally and operating vehicles with dubious entries in their technical inspection certificates. We remind you that the use of forged documents, stamps, and seals is punishable by criminal liability, up to imprisonment.
In this regard, we recommend that you pay due attention to the technical condition of your vehicle in advance and legally undergo the state technical inspection within the established deadlines and obtain a permit for your vehicle to participate in road traffic.
