"The implementation of the decree will contribute to strengthening citizens' tax discipline and eradicating such a negative factor as earning income from unregistered entrepreneurial activities," said the deputy. He noted that favorable conditions for doing business have been created in the country, so it is logical to legalize one's entrepreneurial activities rather than pay a fee to finance state expenditures.
According to Oleg Levshunov, one of the goals of Decree No. 3 is to encourage those who have "got out of the habit" of working to do so. The document defines the periods of citizens' participation in financing state expenditures. These include periods of self-employment: performing work under civil law contracts, engaging in entrepreneurial or craft activities, providing services in the field of agro-ecotourism; practicing law or notarial activities; maintaining a personal subsidiary farm. "Everyone has the right to choose the type of activity that is closest to them. And unemployed able-bodied citizens (except for vulnerable population categories) need to be taught that their well-being and future depend, first and foremost, on their personal interest in labor," the interviewee emphasized.
Decree No. 3 establishes the obligation for citizens of Belarus, foreign citizens and stateless persons permanently residing in the republic, who have not participated in financing state expenditures or have participated in such financing for less than 183 calendar days in the past year, to pay a fee in the amount of 20 basic units. The document defines an exhaustive list of categories of citizens exempt from paying the fee. These include incapacitated citizens, disabled persons, persons under 18 years of age, women aged 55 and over, men aged 60 and over, and certain other categories.
