President of Belarus Alexander Lukashenko signed Decree No. 7 today, amending Decree No. 3 of May 25, 2020 "On Foreign Gratuitous Aid". This was reported to BELTA by the press service of the Head of State.
Overall, the approaches to working with foreign gratuitous aid remain unchanged, with individual provisions being adjusted and supplemented.
For example, the new version of the decree clarifies the terms "property" and "goods" to exclude their ambiguous interpretation. It is stated that property and goods contributed as a share in the charter capital of a legal entity by its foreign founder are not considered foreign gratuitous aid. At the same time, it is provided that aid in the form of monetary funds also includes funds received through the redemption of electronic money.
In accordance with the decree, additional categories of aid providers have been introduced: organizations that are not legal entities, and citizens of Belarus who are outside the country for more than 183 days within the 12 months preceding the month of aid provision. The definition of "foreign anonymous donor" is also separately enshrined.
The decree retains accountability and clarifies the purposes for using aid that are prohibited by law. The provisions have been regulated taking into account other legislative norms adopted in the current year.
The document will enter into force in three months.
