The state statistics of Belarus has gone through a long period of formation, which is inextricably linked with the history of the country. In the 19th century, the statistics of Belarus was practically part of the all-Russian statistics. At the beginning of the 20th century, statistical departments existed in Minsk, Vitebsk, Mogilev, and Grodno, which were transformed into provincial statistical bureaus in 1918 by a decree of the Council of People's Commissars of the RSFSR. The formation of a republican statistical center in Belarus began after the proclamation of the Socialist Soviet Republic of Belarus on January 1, 1919. By a resolution of the republic's Military Revolutionary Committee on August 23, 1920, statistical institutions began to be formed on the territory of the republic.
As the national economy developed, economic ties became more complex, the volume of material resources used increased, and production output grew. All this required continuous improvement of state statistics. Measures to enhance the status of the central body of statistical management were aimed at this. In the 1980s, the Central Statistical Directorate of the BSSR operated, then it was transformed into the union-republican State Committee of the Belarusian SSR for Statistics. In 1990, it was renamed the State Committee of the BSSR for Statistics and Analysis. Then, by decree of September 23, 1994, this committee was transformed into the Ministry of Statistics and Analysis of Belarus. The last change in the name occurred in 2008 by decree of August 26, 2008, No. 445, when the ministry was transformed into the National Statistical Committee of the Republic of Belarus.
As noted in Belstat, the main task of improving and restructuring statistics is to create a reliable information base for economic analysis and assessment of the efficiency of the national economy, the development of a rational economic policy and making informed decisions at all levels of management, and forecasting economic processes in market relations. Statistical observation of the course of market transformations is carried out, and statistical information is provided to international organizations in accordance with the commitments undertaken by the government of the republic.
Belarusian statistics operate according to international standards. The entire system of accounting and statistics has been improved, which allows for the transition from the balance of the national economy to the formation of national accounts and the determination of gross domestic product, giving it the status of the main indicator characterizing the overall economic activity of the state.
Today, official statistics are an important tool for state administration. It is on this basis that forecasts for the socio-economic development of the country are made, and their implementation is assessed according to its data. "Without statistics, it would be impossible to obtain a real assessment of the socio-economic situation of the republic, make correct management decisions, and determine the strategy and tactics for the development of our state. It is no coincidence that statistics are called the history of the country in numbers," noted Belstat.
Statistics as a science reflects all aspects of life, characterized by quantitative and qualitative changes in socio-economic processes in a specific territory and in a specific period. In essence, it is the history of humanity in numbers. And they are the most convincing confirmation of the changes that are happening in society.
