23 February, Minsk /Lyudmila Sats - BELTA/. Deputies approved the Programme of the Government of Belarus for 2011-2015, a BELTA correspondent reports.
Presenting the programme to the deputies, the Prime Minister of Belarus Mikhail Myasnikovich noted that this document is a kind of "roadmap" for the government to fulfil the tasks of the Fourth All-Belarusian People's Assembly and the instructions of the Head of State.
A feature of the programme is that it is of direct effect and personalised. The measures included in the programme create a mechanism for implementing the most important state tasks.
Mikhail Myasnikovich recalled that the Government of Belarus has been set unprecedentedly challenging tasks: "In the current five-year period, it is necessary to achieve the rates and quality of economic growth demonstrated by China, Korea, Singapore and other "Asian tigers" that made a technological breakthrough in their development. A feature of the socio-economic development of Belarus for the period up to 2015 is also that it will have to be done in the conditions of post-crisis recovery of the global economy, and this process in the world is proceeding quite slowly."
The Prime Minister announced that the Government of Belarus intends to seriously change its style and methods of work in order to create conditions for the fulfilment of the five-year plan tasks. "We will create the necessary motivational mechanisms and try to unleash the initiative and enterprise of Belarusian citizens," he noted.
Specific proposals for a cardinal improvement of tax declaration and the improvement of privatisation mechanisms have already been submitted to the Head of State.
According to the head of the Belarusian government, in the current five-year period, qualitative indicators of economic development (efficiency, growth of labour productivity, exports and active balance of foreign trade) will evolutionarily replace planned quantitative indicators.
The government will also ensure equal conditions for efficient and socially responsible owners, regardless of whether it is a state-owned, private, domestic or foreign enterprise. -0-
