28 January, Minsk /BELTA/. Differentiated payment for electricity and gas supply will be introduced in Belarus from February 1, 2013. This is stipulated by Resolution of the Council of Ministers No. 52 of January 23, 2013, BELTA was informed by the press service of the Belarusian government.
According to the resolution, a three-tier tariff system will be established depending on the volume of electricity and gas consumption.
Thus, for citizens living in houses equipped with electric stoves, with a monthly consumption of up to 250 kWh of electricity, payment will be made at the tariffs established by law. With consumption from 250 to 400 kWh inclusive, payment will be made at the established tariffs with an increasing coefficient of 1.3, but not higher than the tariffs ensuring full reimbursement of economically justified costs for their provision. If electricity consumption exceeds 400 kWh per month, payment will be made at tariffs ensuring full reimbursement of economically justified costs for their provision.
For those whose houses are not equipped with electric stoves, with some exceptions, a similar electricity payment system is provided. Thus, with a monthly consumption of up to 150 kWh, payment will be made at the established tariffs; from 150 to 300 kWh inclusive, at tariffs with an increasing coefficient of 1.3; over 300 kWh, at tariffs ensuring full reimbursement of costs.
For citizens whose houses are not equipped with electric stoves and centralized hot water supply and natural gas supply systems, with a consumption of up to 300 kWh inclusive, payment at the established tariffs is provided; over 300 kWh, at tariffs with an increasing coefficient of 1.3.
The payment procedure listed above does not apply to large families and family-type children's homes; families raising children where both parents in a complete family (a single parent in an incomplete family) are disabled persons of groups I and II, as well as where one parent in a complete family is a disabled person of group I, and the other is caring for them and receiving benefits provided for by law; single-parent families raising a child with a disability; citizens making payments for electricity according to differentiated tariffs by time periods established in accordance with the law. This also does not apply to the amounts of electricity consumed by stationary electrical receivers (electric boilers) with a connected capacity of more than 5 kW for heating and hot water supply needs.
In accordance with this resolution, citizens whose residential buildings (apartments) are equipped with multi-tariff electronic electricity meters or automated electricity control and accounting systems will make payments, at their choice, based on tariffs differentiated by time periods or a single-rate tariff, taking into account the payment procedure provided for in the resolution.
Payment for electricity supply services from citizens living in residential buildings (apartments) not equipped with individual electricity consumption meters, in accordance with the document, will be charged at the tariff established by law, ensuring full reimbursement of economically justified costs for their provision (comes into force on July 1, 2013).
As for payment for gas supply services, according to the resolution, citizens living in residential buildings (apartments) equipped with individual gas heating appliances and individual gas consumption meters will be charged monthly depending on the annual consumption volumes, calculated cumulatively annually from January 1.
Thus, for consumption up to 3 thousand cubic meters, payment is made at prices established by legislation. For consumption from 3 thousand to 5.5 thousand cubic meters inclusive, payment is made at established prices with the application of an increasing coefficient of 1.3, but not exceeding the price that ensures full reimbursement of economically justified costs for their provision. If annual gas consumption exceeds 5.5 thousand cubic meters, citizens will have to pay at prices that ensure full reimbursement of economically justified costs for their provision.
This payment procedure does not apply to large families and family-type children's homes; families raising children where both parents in a complete family (or a single parent in an incomplete family) are disabled persons of Group I or II, as well as where one parent in a complete family is a disabled person of Group I and the other parent is caring for them and receiving benefits provided by law; incomplete families raising a child with a disability.
Citizens residing in residential buildings (apartments) equipped with individual gas heating appliances and without installed individual gas consumption meters will be charged at prices established by legislation that ensure full reimbursement of economically justified costs for their provision, except for cases where the installation of these appliances is economically unfeasible or technically impossible (effective from July 1, 2013).
