For young specialists in the housing and communal services sector, a reduced work norm is established for six months without a decrease in salary. Each specialist is assigned a mentor. Young families are provided with compensation for housing rental expenses or accommodation in dormitories. Financial assistance is paid to employees returning to their previous place of work after completing their military service.

Such preferences for 2024–2026 are stipulated by an agreement signed by Yuri Dyadyolo, Head of the Main Department of Housing and Communal Services of the Regional Executive Committee, and Alexey Yusikov, Chairman of the Regional Trade Union Organisation of Workers of Local Industry and Communal and Household Enterprises.

According to the regional housing and communal services department, the labour and social guarantees for young workers in the communal sector will contribute to their retention in work collectives.
