18 September, Minsk /BELTA correspondent/. Early voting for the elections of deputies to the House of Representatives of the National Assembly of Belarus of the fifth convocation begins today, reports BELTA correspondent. For five days, i.e. until September 22 inclusive, voters wishing to vote early can visit their polling stations from 10:00 to 14:00 and from 16:00 to 19:00. No official explanation is required as to why a citizen intends to vote early. Early voting takes place in the presence of at least two members of the precinct election commission. To receive a ballot paper, a voter must present a passport or a driver's license. Conscripts may be issued a ballot paper upon presentation of a military ID, and civil servants – upon presentation of a civil servant's identification card. In addition, the Central Election Commission has included a pension certificate and a student ID card with a photograph, as well as a certificate from the internal affairs bodies, which can be presented by citizens who have lost their passports, in the list of documents on the basis of which a ballot paper is issued. A voter fills out the ballot paper alone in a booth or a room for secret voting. At the same time, they must place any mark in the empty square located to the right of the surname of the candidate for whom they intend to vote. If the voter votes against all candidates, they place any mark in the empty square to the right of the line "Against all candidates". In uncontested constituencies, the voter votes either "for" or "against" one candidate. To do this, it is necessary to place any mark in the corresponding square. A voter who cannot fill out the ballot paper independently has the right to invite another person of their choice into the booth or room for secret voting, with the exception of members of election commissions, candidates for deputies, and their proxies. If a voter believes they have spoiled a ballot paper, they have the right to take a new one by contacting the member of the precinct election commission who issued the previous one. Early voting in Belarus will take place at 6,037 polling stations opened at the voters' places of residence, as well as at 39 polling stations established in military units, and at 43 polling stations abroad. Early voting will not be conducted at 268 polling stations established in sanatoria, health resorts, rest homes, hospitals, and other stationary medical and preventive institutions. There, it will be possible to cast a vote for any of the candidates or against all only on election day – September 23, 2012. -0-
