By decision of the Vitebsk Regional Executive Committee, Lepel District has been assigned a target for the construction and commissioning of residential buildings with a total area of 11,640 sq. metres, including 6,000 sq. metres of individual housing.

In January – March 2021, individual builders commissioned approximately 903 sq. metres of housing.
To fulfil the construction programme for 2021, active construction is underway for the "60-apartment residential building on Shkolnaya Street in Lepel, Vitebsk Region" with a total area of 3,382 sq. metres. The commissioning of this facility is planned for September 2021. Fifty-one referrals have already been issued for apartments in this residential building to citizens in need of improved housing conditions, including large families.
Design documentation has been developed and is currently undergoing expert review for the construction project "40-apartment residential building on Kalinin Street in Lepel, Vitebsk Region". This will be the first multi-apartment residential building in Lepel District designed with lift equipment. The commissioning of this facility is planned by the end of 2021.
In addition to housing construction projects, in 2021, work will continue on the joint project between the International Non-Governmental Association "EcoDom" and the Lepel District Executive Committee for the facility "Centre for Labour and Social-Domestic Rehabilitation of Disabled Persons in Lepel, Lobanka St., 30", second start-up complex.
Furthermore, this year, work continues on the facilities "Children's Rehabilitation and Health Centre 'Zhemchuzhina' in Borovka settlement, Lepel District. Dormitory building for 166 places";
"Restoration of a 19th-century architectural monument as a local history museum (former wine bottling warehouse building) on Sovetskaya Street in Lepel".
For 2021, the construction of a de-ironing station in Pyshno settlement, Staysky rural council, is planned. Project and cost estimation documentation is currently being developed.
As part of the implementation of the target indicators of the State Programme "Housing Construction" for 2021-2025, the Lepel District Executive Committee has developed urban planning documentation for the project "Detailed Plan 'Zapadny' in Lepel". This area includes Polotsky Trakt Street,
ul. Polevaya in the town of Lepel. The project envisages the construction of single-family residential buildings (80 units), semi-detached residential buildings (16 units), as well as low-rise residential buildings of enhanced comfort. Currently, a development project for this territory is being developed.Furthermore, the development of urban planning documentation "Detailed Plan of the Area of Multi-Apartment Residential Development of the "Severo-Vostochny" Microdistrict, the area of Vitebskaya and Gospitalnaya streets in the town of Lepel" continues. The implementation period for the urban planning project is until 2035. This documentation will provide for the construction of multi-apartment housing, primarily using electrical energy for heating, hot water supply, and cooking.
The design solution of the urban planning documentation "Detailed Plan of the Area of Multi-Apartment Residential Development of the "Severo-Vostochny" Microdistrict" envisages the placement of multi-apartment residential buildings with a total area of 72.5 thousand square meters of housing, including in the first stage of project implementation (until 2025) - 20.9 thousand square meters of housing, in the 2nd stage (until 2035) - 18.3 thousand square meters of housing, and for prospective development (after 2035) - 33.3 thousand square meters of housing.
In addition, to complete the overall architectural interpretation of the territory along Chuykova Street in the town of Lepel (area of new multi-apartment development), work is underway to adjust the urban planning project "Detailed Layout Plan of the Central Part of the Town of Lepel". This project will allow for the placement of residential and social facilities on vacant land along Chuykova Street in the town of Lepel. In addition to housing construction on this territory, it will be possible to accommodate a preschool institution for 250 places, as well as a number of sports facilities.
