"The unified register of administrative procedures is already being created. I am confident it will be operational by January 1, 2018. Starting from the second half of 2017, government bodies will populate it with their administrative procedures, which will allow us to inventory these procedures, ensure transparency regarding their content, required documents, and costs, and ultimately transition to processing them electronically," noted Irina Kostevich. According to her, approximately 110 administrative procedures can currently be completed electronically. By 2020, the proportion of administrative procedures that can be completed electronically should reach at least 75%.
Irina Kostevich emphasized that the proposals constituting the draft National Business Platform-2017, presented at the Assembly of Business Circles on March 1, are not innovations. More than half of them are included in the Program for Socio-Economic Development for 2016-2020 and the set of measures for its implementation, with specific deadlines and responsible parties.
The draft law "On Regulatory Legal Acts," which provides for the introduction of regulatory impact assessment, has passed its first reading. "We even have a draft resolution ready to quickly implement the methodology for conducting regulatory impact assessment on a package basis," she said.
Irina Kostevich noted that the Council for Entrepreneurship Development has proposed a draft law on self-regulatory organizations. "We seriously discussed it at the public advisory council and held a brainstorming session. A working group has been established under the Ministry of Economy to refine it," the deputy minister reported.
Regarding the reduction of administrative liability and decriminalization of economic risks, the deputy minister stated that a working group has also been formed to develop a package of proposals that will be submitted to the Criminal Code and the Code of Administrative Offences this year.
