The Department of Architecture and Construction, Housing and Communal Services (hereinafter referred to as the Department) is a structural unit of the Lepel District Executive Committee. The Department is subordinate to the Lepel District Executive Committee. The structure and staffing of the Department are approved by the District Executive Committee upon the proposal of the Department, in agreement with the Financial Department and the Executive Secretary of the District Executive Committee.

In its activities, the Department is guided by the legislation of the Republic of Belarus, decisions and orders of the regional and district executive committees, regional architectural and construction management bodies, resolutions, orders, instructions, and regulatory documents of the Ministry of Architecture and Construction, other regulatory acts, as well as the regulations on the Department.

The main tasks of the Department are:

in the field of construction:

• participation in the development, organization of implementation and execution of programs, plans, and measures for the construction of industrial premises, social, cultural, domestic, communal, and housing construction facilities in the district;
• ensuring, in the established manner, the reduction of unfinished housing construction volumes and the balance of planned housing construction volumes with financial resources;
• ensuring control over the fulfillment by construction industry enterprises of the projected indicators of socio-economic development;
• assisting construction industry enterprises in implementing state policy on reducing housing costs and timely commissioning of housing facilities, and fulfilling assigned housing construction tasks;
• ensuring, in the established manner, the implementation of state concepts for the development of construction, urban planning, the building materials industry, and investment activities in construction;

in the field of architecture and urban planning:

• implementation of state policy in the field of architectural and urban planning activities, aimed at solving current and future tasks of the comprehensive socio-economic development of the district, ensuring justified architectural and urban planning solutions to form a complete living environment that meets ecological, sanitary, hygienic, and aesthetic requirements;
• organization of the development, coordination, approval by the District Executive Committee, and control over the implementation of urban planning documentation on issues of functional use (zoning) and land-use planning;
• placement of all construction facilities based on planning and urban planning documentation, coordination of permit documentation and architectural and planning design assignments, coordination of architectural and construction solutions of projects;
• preparation of informational and analytical materials for regional state administration bodies and other users of the regional State Cadastre, submission of official documents on the state of urban planning objects and possibilities of urban land use;
• coordination of the work of design organizations in the design of facilities in the subordinate territories;
• ensuring the mandatory implementation of adopted architectural and planning solutions, compliance with the functional zoning of territories in settlements to create the most favorable conditions for the labor, life, and recreation of the population;
• ensuring complexity in the design of new and reconstruction of existing development, taking into account the preservation of architectural appearance and careful use of architectural monuments, and the development of architecture based on creative consideration of historical and cultural heritage and traditions;
• creation, during the implementation of design documentation, of completed architectural ensembles of public centers, squares, streets, pedestrian zones, complexes of residential, cultural, and commercial buildings;
• prohibition, in the established manner, of architectural and urban planning activities that contradict the requirements of regulatory, urban planning documentation, and current legislation;
• resolution of issues of urban environment formation, planning, and development of settlements with the involvement of the population and public organizations in the discussion of developed projects.

in the field of housing and communal services:

• organization of the study of needs in housing and communal services, development of socio-economic forecasts that take into account consumer demand for these services;
• participation in the development of economic and social development plans for the district and subordinate organizations in the field of housing and communal services;

• development and approval of current schedules for capital repairs of the district's housing stock;
• control over the operation of baths, hotels, facilities for sanitary cleaning of street and yard areas, and solid waste landfills in the city and district;
• control over the execution of capital construction, repair, and operation of road and bridge facilities (excluding transit sections, roads), landscaping, maintenance and preservation of green spaces, sanitary cleaning, maintenance of cemeteries, mass graves, and other burial sites within the district, within the allocated capital investments and material resources;
• ensuring, in accordance with current legislation, control over the proper operation, capital repair, and preservation of the housing stock and communal services facilities;
• organization of work on the improvement of the district center, settlements of the district, and the establishment and maintenance of proper sanitary order on the territories of enterprises, organizations, and adjacent territories of citizens;
• preparation of proposals for the improvement of legislative acts of the Republic of Belarus regulating housing legal relations;
• Coordination of organizations' activities for preparing economic sectors' facilities for operation in the autumn-winter period, and monitoring the heating season progress;

Participation in commissions: for emergency situations at the district executive committee; for road traffic safety.
