State procurements can be carried out at the minimum, buyer-favorable price on the electronic auctions of the Belarusian Universal Commodity Exchange, as the starting price of the purchased goods is reduced. This was announced today to journalists at the BELTA press center by Arkady Salikov, Chairman of the Board of OJSC "Belarusian Universal Commodity Exchange". "The most important advantage of electronic auctions over other forms of procurement is an effective mechanism for reducing the starting price of the purchased goods, works, or services," he noted. The essence of this mechanism is that the bidding procedure, regulated by law, provides for a step-by-step reduction of the goods' price by participants (suppliers) until the minimum level is reached. At the same time, the principle of participant anonymity excludes the possibility of any collusion or influence on the behavior of competitors until the bidding is fully completed. As a result, the maximum reduction in the starting price of purchased goods and services is achieved, and consequently, budget funds are saved. No other scheme provides such an opportunity. The head of the exchange also noted other advantages of electronic auctions. These include the simplicity of the procurement mechanism, the publicity and openness of information about auctions and their results, fair competition, and equal rights for all participants. A high level of transaction security and information protection is ensured. The main feature of electronic auctions is the use of electronic document management with the application of electronic digital signature technology. This allows customers and participants to buy and sell goods, works, and services without practically leaving their offices.
