A new definition for personal mobility device has been introduced. It will be classified as a vehicle. The main technical characteristic is a speed limit of 25 km/h, the department noted.
All vehicles that, according to their technical characteristics, will move at speeds exceeding 25 km/h are considered motor vehicles and are subject to registration and all procedures for participation in road traffic.
It is also proposed that cyclists be required to dismount and walk their bicycles much more frequently.
The changes are part of a draft decree amending the Traffic Regulations. It will be discussed at the Legal Forum of Belarus from September 12 to 27.
