Secretary of the Central Election Commission Nikolay Lozovik called for the formation of precinct election commissions to be as open as the formation of constituency election commissions for the elections of deputies of the fifth convocation House of Representatives. Today, a seminar with the chairpersons, their deputies and secretaries of the region's constituency election commissions, as well as with the deputy chairpersons of district and city executive committees, was held in Vitebsk with his participation, BELTA correspondent reports.
The formation of constituency election commissions has been completed in all regions of the country and, according to Nikolay Lozovik, was transparent. "All regions have formed constituency election commissions. Candidates for commission membership were openly discussed and decisions were made," stated the Secretary of the Central Election Commission. He strongly recommended that the formation of precinct election commissions be carried out in the same way – with the invitation of all interested parties, openly and transparently, in accordance with electoral legislation. This stage of the election campaign should be completed no later than August 8 inclusive. Public associations, parties, work collectives, as well as citizens by submitting applications can nominate candidates for commission members.
At the training seminar in Vitebsk, Nikolay Lozovik familiarized members of the constituency election commissions with the innovations of electoral legislation, commented on all stages of the work of constituency and precinct commissions, and answered questions.
A series of training seminars for members of election commissions will be held in all regions. "Today we are preparing for the next stage of the election campaign – the registration of initiative groups, the nomination of candidates for deputies, and the most interesting part – the campaigning stage," said Nikolay Lozovik.
According to the calendar plan for the elections to the House of Representatives, the nomination of candidates will take place from July 15 to August 13. In accordance with the electoral legislation of Belarus, candidates for membership in constituency commissions are proposed by political parties and other public associations, work collectives, as well as groups of citizens by submitting an application. Next, it is necessary to submit a list of members of the initiative group, which will be engaged in collecting signatures in support of the candidate, and an application for registration. Documents are accepted by the constituency election commission of the constituency for which the deputy is running. One month is allocated for pre-election campaigning.
