The formation of precinct election commissions began today in the Vitebsk region, reported Leonid Dorofeenko, Deputy Head of the Organizational and Personnel Work Department of the Vitebsk Regional Executive Committee, to a BELTA correspondent. The formation of commissions will take place at meetings of city and district executive committees and administrations of the city of Vitebsk. In accordance with Article 34 of the Electoral Code of the Republic of Belarus, representatives of political parties, other public associations, work collectives, and citizens who have nominated their representatives to the commission, as well as media representatives, have the right to attend these meetings, Leonid Dorofeenko recalled. The formation of commissions in the region will take place on August 7-8. More than 11.9 thousand representatives of work collectives, parties, public associations, and citizens have applied to work in precinct election commissions. Among the parties, the Communist Party of Belarus nominated the largest number of its members – 95 people. The Belarusian Party of Left "A Fair World" would like to see 42 of its representatives on the precinct election commissions. 30 people have been delegated from the Republican Party of Labour and Justice, 25 members from the "Belarusian People's Front" party, and one representative from the Belarusian Agrarian Party. The quantitative composition of commissions in the Vitebsk region will be formed based on the number of voters in the precinct and, as provided for by law, will range from 5 to 19 people. The main selection criteria will be the professional qualities of the candidates, knowledge of the law, and authority among voters, emphasized Leonid Dorofeenko. At least one-third of the composition will be formed from representatives of political parties and other public associations. Judges, prosecutors, and heads of local executive and administrative bodies will not be included in the commissions. The number of civil servants in the commission is also regulated and cannot exceed one-third of the members. In the Vitebsk region, 898 polling stations will operate in the upcoming elections, including 48 in hospitals and inpatient healthcare facilities, and two in military units. The main voting day for the parliamentary elections in Belarus is September 23, 2012.
