On 19.05.2018 at 17:45, the operational control centre of the Lepel District Department for Emergency Situations received a report from a citizen about a man who had suffocated in a house and smoke inside the house in the village of Makarovskshchina, Kamensky Village Council.
Upon arrival of the rescuers at the scene, there was no fire or smoke in the house.
Circumstances: Prior to the arrival of the Ministry of Emergency Situations units, the deceased's third cousin came to visit him. The door was locked from the inside (he smelled burning). He entered the house through an open window and found his cousin unconscious on the floor. He ran out onto the road and asked a neighbour to call an ambulance. Upon the arrival of the ambulance, doctors confirmed the death of the homeowner and called the Ministry of Emergency Situations units.
The house is wooden, 5x10 m, with a slate roof on a wooden frame, not electrified. Automatic fire detectors were not installed.
The homeowner was born in 1956, a pensioner. He lived alone. His character was satisfactory, and he was not on any records.
The cause of the fire is being established. The considered version of the cause of the fire is carelessness while smoking by the deceased.
As a result of the fire, a section of the floor with an area of 1 sq. m and a mattress were damaged in the house.
On 21.04.2018, the Inspection of Supervision and Prevention conducted an inspection of private households in the village of Makarovskshchina, including a check of the private household of the citizen in which the fire occurred. During the inspection of the household at the above-mentioned address, violations of technical regulatory legal acts of the fire safety standardisation and metrology system were identified, namely: the furnace door was missing, and there were cracks in the brickwork of the heating stove. Cigarette butts were scattered on the floor covering. It was recommended to install autonomous fire detectors in the living rooms. Following the inspection, information was sent to the chairman of the Kamensky Village Council for consideration of this citizen at the council of the public law and order protection point. The fact of dry vegetation burning by the citizen on the personal plot of his house at the address: Makarovskshchina village, house 30, was also established. For this offence, the citizen was brought to administrative responsibility under Article 15.57 of the Code of Administrative Offences of the Republic of Belarus.
