27 сентября, Минск /Екатерина Маркович - БЕЛТА/. The annual target for the replacement of heating networks in Belarus has been completed by 84%. This was announced to journalists today by Gennady Trubilo, Deputy Minister of Housing and Communal Services of Belarus, as reported by a BELTA correspondent.
Currently, 642 km of heating networks have been relaid. The target set by the government for the replacement of 609 km of heating networks by October 1 has been met by housing and communal services organizations by 105%.
Overall, the country is completing the work on preparing housing and communal services facilities for the heating period, with weekly monitoring of their progress. According to the Deputy Minister, the monitoring is carried out based on 55 different indicators. Preparatory work for the autumn-winter season must be fully completed by October 1, 2012, and the issuance of readiness passports for heat sources and heat energy consumers by October 15.
According to Gennady Trubilo, work has been fully completed on cleaning the internal surfaces of boilers, major repairs, replacement of uneconomical boiler units and bringing them up to standard specifications, insulation of heating networks, preventive inspection and repair of artesian wells, preventive maintenance and repair of water intake columns, dismantling of water towers, and others. Work on testing boiler equipment is in the final stage (99.5% of the target).
The target for creating fuel oil reserves of 17.5 thousand tons has been met by 99%, with 17.3 thousand tons procured. The creation of fuel oil reserves is ongoing in Minsk and the Minsk region. Housing and communal services organizations have also created a reserve of wood fuel amounting to 1.568 million cubic meters, which is 98% of the planned volume. Brest, Gomel, and Mogilev regions have fully secured their wood fuel supply.
According to the Deputy Minister, readiness passports for the housing and communal services system have been issued for 2641 heat sources, which constitutes 79% of their total number. Slightly more than 50% of social facilities have also received readiness passports. In Minsk, all organizations within the housing and communal services system have received readiness passports.
Regarding the preparation of Belarus's housing stock for the autumn-winter heating season, Gennady Trubilo reported that the task for roof repairs by housing and communal services organizations has been completed by 93%, with 1.783 million sq.m of roofing repaired out of the planned 1.918 million sq.m. The repair of wall panel joints has been completed by 98%. Thus, 595 thousand linear meters have been repaired out of the 606 thousand linear meters stipulated by the task. Brest, Vitebsk, Gomel regions, and Minsk have fully coped with these tasks.
The inspection of heat energy meters in residential buildings serviced by housing and communal services has been completed by 98%, with 16016 out of 16379 heat energy meters inspected. These works have been completed in Vitebsk, Gomel, and Mogilev regions.
"Before the start of the heating season, all tasks in Belarus will be completed, and readiness certificates will be obtained in full and on time," emphasized the Deputy Minister of Housing and Communal Services.
In turn, Vyacheslav Shmidt, Head of the Department of Communal Services and Energy of the Ministry of Housing and Communal Services of Belarus, reminded that heating in healthcare, education, and preschool institutions is switched on provided that the average daily air temperature does not exceed 10 degrees Celsius for five days, and in the housing stock - plus 8 degrees Celsius.
