The State Property Committee of the Republic of Belarus (Goskomimushchestvo) considers it necessary to hold managers accountable for failing to take measures to register and effectively use state property. This was announced today at a regular session of the Vitebsk Regional Council of Deputies by the First Deputy Chairman of Goskomimushchestvo, Sergey Pyatkov, as reported by BELTA correspondent. "The problems of unaccounted property remain relevant. In 2011, during inventory checks at almost all reformed republican enterprises, about a thousand unaccounted objects with a total value of Br30 billion were identified. In addition, during spot checks in 76 organizations, Goskomimushchestvo identified approximately 150 unaccounted objects," stated Sergey Pyatkov. He is convinced that the managers of these economic entities are obliged to be responsible for the completeness of accounting. According to him, amendments are currently being made to the contracts with managers regarding this obligation. "More stringent measures of influence must be taken, and the initiation of de-bonusing such managers by higher organizations should be considered," he added. In a conversation with a BELTA correspondent, Sergey Pyatkov noted that, based on the requirements of Directive No. 4 and the government's program of activities, the main areas of the department's work for 2012 and for the period up to 2015 have been determined. First of all, this includes completing the optimization of the composition of state-owned enterprises, the composition and size of state-owned shareholdings, further reforming and selling state property that does not require state participation in its management, as well as creating a unified register of state property. In 2011, Goskomimushchestvo, together with territorial funds, continued its work on forming a unified register of state property and entering updated data into it. To date, the register of property in state ownership includes over 12.5 thousand legal entities, more than 700 thousand real estate objects, and about 110 thousand land plots. In addition, the state is a shareholder in almost 2 thousand open joint-stock companies created by reforming state enterprises, in 70% of which the state owns more than 75% of the shares. According to Sergey Pyatkov, the work on creating a unified register is being carried out according to plan, and its completion is expected in 2013 in accordance with the decree of the head of state No. 68 of February 16, 2012.
