This was announced today by the Minister of Architecture and Construction of Belarus, Anatoly Nichkasov, at a meeting of the Presidium of the Council of Ministers, according to a BELTA correspondent. Housing construction based on a state order is envisaged by the draft concept of the state housing policy for 2012-2015, which was considered today at a meeting of the Presidium of the Council of Ministers chaired by Prime Minister Mikhail Myasnikovich. As Anatoly Nichkasov noted, from January 1, 2013, a mechanism for housing construction based on a state order for preferential categories of citizens will be introduced in Belarus. And such a state order will be formed annually, he emphasized. The goal of this mechanism is to completely relieve citizens of their participation in the investment process. That is, people will be provided with ready housing simultaneously with credit obligations. All financial and administrative resources related to construction will be transferred to a single state customer. The single state customer will be assigned legal responsibility for planning, coordinating the actions of all participants in the investment process, as well as controlling the cost and quality of the housing being built. In addition, to implement the concept, a draft decree has been prepared, which will approve the regulation on the procedure for contributing residential premises in private ownership as collateral, or as a contribution to offset the cost of constructing new residential premises. This draft decree is in the process of being coordinated, the minister clarified. Another document concerning the state housing policy has been prepared. This is a draft decree on shared construction of facilities. It provides for shared construction of housing both with state support and on a commercial basis. The draft decree was prepared in order to optimize the legal regulation of one of the largest segments of housing construction - shared construction, Anatoly Nichkasov emphasized. In addition, a new norm is being introduced here - shared construction of single-family duplex residential buildings. In 2013, it is planned to build 6.5 million square meters of housing in the republic, including 2.5 million square meters with state support. The remaining 4 million square meters are to be built on a shared basis, that is, with maximum involvement of extra-budgetary sources of funding, the minister clarified.
