Readiness of heat sources – by October 1 | Лепельский райисполком

Organisations in Lepel district that own a heat source are obliged to check the readiness of heat sources for operation in the winter period (WP) in order to assess the reliability of heat energy production and transmission to consumers, as well as to identify and eliminate deficiencies. Enterprises must obtain a positive conclusion from the Vitebsk regional department of Gosgortekhnadzor (State Industrial Supervision) on the readiness of the heat source for the heating season based on the provided information, which includes the fulfilment of the following conditions: ensuring readiness to provide the specified thermal capacity, indicating the maximum thermal capacity; carrying out planned repairs of main and auxiliary equipment in the required volumes and with quality corresponding to established norms; ensuring readiness to comply with the temperature schedule at all ranges of WP temperatures in the given locality; ensuring a normative fuel reserve in quantities that guarantee the reliable operation of heat sources; having a schedule for switching the heat source to a backup fuel type during significant cold snaps or when gas supplies to the Republic of Belarus are reduced; having orders appointing persons responsible for the proper condition and safe operation of boilers, pressure vessels, steam and hot water pipelines; for the admission of boiler room personnel to the maintenance of boiler room equipment; having production instructions for boiler room personnel, a thermal diagram; conducting training and knowledge testing of responsible persons and personnel; staffing of the boiler room; having passports for boilers, economizers (boiler room), and registration of boilers, economizers (boiler rooms) with the territorial department of Gosgortekhnadzor; holding a license for industrial safety activities; registration of the boiler room, which is a hazardous production facility, in the state register of hazardous production facilities (for boiler rooms that are hazardous production facilities); compliance of the boiler room's thermal capacity with the connected thermal load; having the main boilers, feed, network, makeup, circulation pumps, heaters, and other thermal mechanical equipment in good working order.

operational, necessary for the heat supply to consumers; the presence of the backup equipment in good technical condition; ensuring a safe water regime for boiler operation in accordance with the requirements of technical normative acts and instructions; the presence and proper functioning of boiler protections and automation systems, air control system for CO content (for boiler rooms with gas-using equipment with permanent staff presence), performance of scheduled maintenance to keep them in good working order (for heat sources operating on gaseous fuel); carrying out scheduled performance tests of boilers, safety and control automation systems of boilers, boiler water treatment plant within the established deadlines (if it is impossible to carry out scheduled performance tests of boilers during the inter-heating period – the presence of concluded agreements with a specialized commissioning organization), etc.

When these and other conditions are met, information on the readiness of the boiler equipment for the heating season must be provided to the regional department of Gospromnadzor.
