March 27, Vitebsk / Diana Kurilo - BELTA /. An information database for industrial cooperation (subcontracting) of large enterprises and business entities is being created in the Vitebsk region. The implementation of this project is one of the measures to develop entrepreneurial initiative, stimulate business activity and attract investment in the Vitebsk region for 2012-2015, which were approved today at a meeting of the Vitebsk Regional Executive Committee, reports a BELTA correspondent.
Directive No. 4 "On the Development of Entrepreneurial Initiative and Stimulation of Business Activity in the Republic of Belarus" proposed a set of measures aimed at developing small businesses and liberalising economic activities. Its implementation has had a positive impact on the socio-economic development of the Vitebsk region, emphasised the Chairman of the Vitebsk Regional Executive Committee, Alexander Kosinets. In 2011, non-state sector enterprises created 13.3 thousand jobs, which is 53% of the total number created in the region. Business entities received Br2.4 trillion in revenue from sales, which is 2.1 times more than in 2010. In the formation of the budget's revenue part, the share of small and medium-sized businesses increased from 10.9% to 15% over the year.
At the same time, the potential of entrepreneurial initiative is not being fully utilised, believes Alexander Kosinets. The share of small enterprises in the total volume of industrial production last year was only 9%. About 65% of small and medium-sized enterprises are located in cities. The trade sector remains dominant, employing about 40% of small enterprises. Only 14% of small enterprises operate in manufacturing, 10% in transport, and 8% in construction. Insufficient work is being done to create new enterprises and attract investment.
In this regard, the regional executive committee has approved a set of measures designed to support and stimulate private initiative. Thus, it is planned to provide annual financial support from the budget to small businesses in the form of subsidies to reimburse part of the interest on bank loans and expenses for lease payments. With the creation of an information database for the development of industrial cooperation, a subcontracting center will be launched, which will accumulate information on the demand for products, works, and services, and available production capacities. City and district executive committees, as well as committees and departments of the regional executive committee, will have to develop a mechanism for constant support of investment projects in order to promptly complete all administrative procedures related to their implementation, as well as to assist business entities in developing business plans for investment projects.-0-
