PUBLIC DISCUSSION
The Lepel District Executive Committee hereby informs about the results of the public discussion of the environmental impact assessment report (hereinafter referred to as EIA) for the facility: "Construction of premises for primary processing and storage of wild-growing products in the State Nature Protection Institution "Berezinsky Biosphere Reserve" (client - State Nature Protection Institution "Berezinsky Biosphere Reserve", developer - Limited Liability Company "Architectural and Design Bureau "Konark").
The public discussion was held in accordance with the Regulation on the procedure for organising and conducting public discussions of environmentally significant decisions, environmental impact assessment reports, and accounting for adopted environmentally significant decisions, approved by the Resolution of the Council of Ministers of the Republic of Belarus of 14.06.2016 No. 458 (hereinafter referred to as the Regulation), in the form of public information from 19 May 2017 to 19 June 2017 inclusive.
A notice of the public discussion of the EIA report was published in the district newspaper "Lepelski Krai" in the issue of 19 May 2017 No. 40 (11493), and a notice together with an electronic version of the EIA report for the facility: "Construction of premises for primary processing and storage of wild-growing products in the State Nature Protection Institution "Berezinsky Biosphere Reserve" were posted on the official website of the Lepel District Executive Committee on the Internet – www.lepel.vitebsk-region.gov.by in the special section "Public Discussions".
The notice on the public discussion of the Environmental Impact Assessment (EIA) report contained the necessary information in accordance with clause 35, chapter 4 of the Regulations, namely: contact information including postal and email addresses, telephone and fax numbers, where citizens and legal entities could send their comments and/or proposals on the EIA report to the public discussion organisers; deadlines for submitting comments and/or proposals were specified, as well as deadlines and procedures for submitting applications for the necessity of holding a meeting to discuss the EIA report, and also for the intention to conduct a public environmental review.
Citizens and legal entities could familiarise themselves with the EIA report from 19 May 2017 to 19 June 2017 (from Monday to Friday, 08:00 to 13:00 and 14:00 to 17:00) at the administrative building of the State Nature Protection Institution "Berezinsky Biosphere Reserve" at the address: 211188, Republic of Belarus, Vitebsk region, Lepel district, Domzheritsy village, Tsentralnaya St., 3.
During the period of public discussion of the EIA report for the object: "Construction of premises for primary processing and storage of wild-growing products in the State Nature Protection Institution "Berezinsky Biosphere Reserve" from 19 May 2017 to 19 June 2017, no comments and/or proposals were received from the public.
During the period from 19 May 2017 to 19 June 2017 inclusive, no applications were received from the public requesting the necessity of holding a meeting to discuss the EIA report, nor for the necessity of conducting a public environmental review.
Following the public discussion of the EIA report, the commission determined:
1. To consider the public discussion of the Environmental Impact Assessment report for the object: "Construction of premises for primary processing and storage of wild-growing products in the State Nature Protection Institution "Berezinsky Biosphere Reserve" as having taken place in accordance with the requirements of the Regulations on the Procedure for Organising and Conducting Public Discussions of Environmentally Significant Decisions, Environmental Impact Assessment Reports, and Accounting for Adopted Environmentally Significant Decisions, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 14 June 2016 No. 458.
2. To recommend the object: "Construction of premises for primary processing and storage of wild-growing products in the State Nature Protection Institution "Berezinsky Biosphere Reserve" for further implementation in the established manner.
