1. On Electronic Services on the Unified Portal of Electronic Services, including via the mobileapplication “E-Pasluga”
One of the key areas of work for the Republican Unitary Enterprise "National Centre for Electronic Services" (hereinafter referred to as the NCEU) is the development and provision of electronic services for various categories of users – citizens, businesses, government bodies, and organisations.
In the Republic of Belarus, digitised services are implemented on the unified portal of electronic services https://e-pasluga.by (hereinafter referred to as the UPEES), which serves as a single platform for ordering and receiving public services and administrative procedures.
The UPEES is constantly being updated with new services. Currently, approximately 900 electronic services are available for order on the UPEES.
Among the popular services are:
registration of foreign citizens; submission of customs documents;
obtaining permits for entry into the border zone;
obtaining information on real estate rights, paid taxes, offences, vehicle search status, driving licence status, supplementary funded pension insurance – and many others.
In recent years, there has been an increase in the number of social-oriented electronic services, which are available both on the UPEES and when citizens apply in person at "one-stop shop" services. For example, this year the following administrative procedures have been digitised:
200.6.6 "Registration of children for preschool education, special education at the preschool level";
200.6.7 "Issuance of a referral to an educational institution for mastering the content of the educational programme of preschool education, the educational programme of special education at the preschool level, the educational programme of special education at the preschool level for individuals with intellectual disabilities".
Administrative procedures are available for ordering by individuals with strict authentication (using a personal electronic digital signature or ID card) and non-strict authentication (using a login and password or external authentication services (Google, Apple)).
From 1 January 2026, new administrative procedures will be available for ordering on the Unified Electronic Services Portal (EPES):
548.5.9.1 "State registration of a vehicle"; 548.5.9.2 "Making changes to documents related to the state registration of a vehicle, obtaining a vehicle registration certificate in case of its loss, or obtaining such a certificate in lieu of a technical passport";
548.5.9.3 "De-registration of a vehicle";
200.15.4 "Exchange, issuance in lieu of a lost (stolen) driving licence, as well as a driving licence of the USSR Ministry of Internal Affairs model";
200.15.11 "State registration of a vehicle (except for wheeled tractors, trailers, semi-trailers for them)";
200.15.14 "De-registration of vehicles";
200.15.15 "Making changes to documents related to the state registration of vehicles, issuing a vehicle registration certificate in case of its loss (theft), or issuing such a certificate in lieu of a technical passport";
548.3.9.6 "Obtaining conclusions on the compliance of a construction object being commissioned with permissive and design documentation (when accepting roads, traffic control devices, road structures, railway crossings, overhead contact networks of urban electric transport and tram tracks), and regarding a construction object built in accordance with Decree of the President of the Republic of Belarus No. 46 of 31 January 2025, on compliance with the requirements of regulatory legal acts, including mandatory requirements of technical regulatory legal acts";
548.3.14.2 "Approval regarding road traffic safety of project documentation for construction, reconstruction, overhaul of roads, road structures, railway crossings, overhead contact networks of urban electric transport and tram tracks";
548.5.26.1 "Approval of the opening or modification of a regular passenger transport route";
548.5.26.2 "Approval of project documentation for the installation and operation of traffic control technical means";
548.5.26.3 "Approval of traffic management schemes during all types of road works, mass, sports and other events that impede the movement of vehicles, self-propelled machinery, and pedestrians";
548.5.26.5 "Obtaining technical requirements for elements of an intelligent transport system".
Administrative procedures are available for ordering with strict authentication (using a personal electronic digital signature or ID card).
Digitalisation covers a wide range of services, transforming business, public administration, education, healthcare, and citizens' daily lives. The digitalisation of various spheres of activity contributes to a significant increase in the efficiency of departments, transparency of procedures, and accessibility of services for citizens. It speeds up the obtaining of documents (certificates, extracts) and reduces administrative costs.
Electronic services of the Ministry of Internal Affairs of the Republic of Belarus are particularly popular on the Unified Electronic Services Portal. For example, new electronic services have been available to consumers since January 2026:
200.13.1 "Registration of residence of citizens of the Republic of Belarus, foreign citizens and stateless persons permanently residing in the Republic of Belarus";
200.13.2 "Registration of stay of citizens of the Republic of Belarus, foreign citizens and stateless persons permanently residing in the Republic of Belarus".
Administrative procedures are available for ordering by individuals with strict authentication (using a personal electronic digital signature or ID card).
In 2023, the National Centre for Electronic Services developed the unique mobile application "E-Pasluha", which allows citizens and businesses to resolve various life situations online via mobile phone.
Any smartphone owner equipped with NFC can use their ID card to log into the "E-Pasluga" mobile application and gain access to the digital world of electronic services.
It is also possible to become a user of "E-Pasluga" without an ID card: log in using your phone number, email, Google or Apple accounts, or a unique identifier.
The "E-Pasluga" mobile application is distributed free of charge. You can download "E-Pasluga" from Google Play, Huawei AppGallery, and Android RuStore.
Both the Unified Electronic Services Portal (EPES) and the "E-Pasluga" mobile application offer comprehensive electronic services that utilise data from multiple information systems.
For example, the service for checking information about a used car allows you to obtain data from four information systems regarding diagnostic inspections, involvement in road traffic accidents, wanted status, and insurance. Additionally, you can find out if the car is pledged as collateral.
The mobile application also allows you to submit an application for any administrative procedure that has been digitised in the country and sign it with an electronic digital signature on your ID card. For instance, you can submit applications for the following administrative procedures:
200.1.1.5 "Decision making on acceptance (reinstatement) of citizens in need of housing improvement, on amendments to the family composition of citizens registered as in need of housing improvement, on inclusion in separate lists of those in need of housing improvement, on division (merger) of queues, on re-registration of a queue from a citizen to an adult family member";
200.1.1.18 "Decision making on the provision of rental housing".
Administrative procedures are available for ordering with strict authentication. The results of carrying out administrative procedures will be available to the interested party in their personal electronic account.
Digital transformation has also impacted the housing and communal services sector. Today, the portal offers a range of administrative procedures that allow for quick application submission and document retrieval:
regarding registration as in need of housing improvement (200.1.3.1);
about the occupied residential premises, place of residence and family composition in the given locality (200.1.3.2);
about the provision (non-provision) of a one-time subsidy for the construction (reconstruction) or acquisition of residential premises (200.1.3.9).
Administrative procedures are available for ordering with strict authentication.
In addition, information can be obtained through the Unified Electronic Services Portal (EPES) and the "E-Pasluha" mobile application:
about the amount of child benefits and the period of their payment (service code 3.16.01);
about non-receipt of child benefits (service code 200.2.18-1); about the amount of pension (service code 200.2.26);
about the registration of a citizen as unemployed (service code 200.2.31);
about the provision of state targeted social assistance (service code 200.2.34);
about the burial place of relatives (service code 200.2.37);
about the amount of (non-receipt of) benefits for the care of a Group I disabled person or a person who has reached the age of 80 (service code 200.2.39).
Electronic services are available for ordering with strict authentication, and the results of the order will be available to the interested person in their personal electronic cabinet.
<Every Belarusian citizen (and stateless persons) whose data is entered into the Population Register has a personal account on the Unified Electronic Payment System (YEPU). The personal account is activated upon the first login. Currently, the portal has over 550,000 activated personal accounts.
Key features of personal electronic accounts include: authentication via ID card, electronic digital signature (EDS) key, phone number, email,
Google or Apple accounts;
use of an electronic wallet for ordering and paying for electronic services;
making comprehensive payments; using bank cards;
setting up notifications (email, SMS, messengers);
a citizen and legal entity electronic mail service, which allows holders of activated personal accounts to exchange informational messages and letters;
an electronic document management service, which allows for receiving and sending correspondence using the System of Interdepartmental Document Exchange (SMDO).
The interest of citizens, businesses, and government organizations in using personal accounts on the portal and receiving services online is growing annually. For example, if in 2022 just over 76 million services were provided, then in 2025 – more than 172 million.
