In accordance with the third paragraph of subparagraph 2.3 of paragraph 2 of Decree of the President of the Republic of Belarus of 10.06.2011 No. 243 "On Goods Marking", the circulation of goods on the territory of the Republic of Belarus is prohibited without identification means applied to the goods or their packaging, or with identification means applied to the goods or their packaging in violation of the procedure established by the Council of Ministers of the Republic of Belarus or a body authorised by it, or in the absence of information about goods with identification means applied to them or their packaging and identification means applied to the goods in the marking system, or if such information does not correspond to the information contained in the marking system.

For the purposes of marking, the circulation of goods is understood as the import, storage, transportation, use, receipt and transfer of goods, including their acquisition, offer for sale and sale on the territory of the Republic of Belarus, as well as cross-border trade.

To ensure the continuity of production and logistics processes, minimise downtime risks and eliminate cases where it is impossible to circulate, including retail sale, goods subject to marking with identification means, business entities are recommended to maintain a stock of marking codes, determined taking into account the planning of the volume of production (import) and sale of goods, which allows for the marking of such goods for at least one week.

Information about identification means applied to goods, and protected material carriers with applied identification means, shall be entered into the marking system after the marking system has been restored to operability.

This measure will ensure the continuity of the production cycle and the subsequent sale of goods during the period of temporary non-operability of the marking system, and avoid delays in obtaining marking codes (their generation) during peak loads on the marking system after its operability is restored.

We consider it necessary to apply a similar approach to maintaining a stock of unified control marks for their application to goods subject to marking with such marks.

We also inform you that in order to obtain prompt and up-to-date information on the operation of the marking system, including for planning business processes, economic entities registered in the marking system must ensure the accuracy of contact information of persons authorised to interact with the marking system operator (RUE "Publishing House "Belblankavyyd"). In case the marking system contains unreliable contact details (invalid phone number, email, etc.), RUE "Publishing House "Belblankavyyd" will not be able to notify economic entities individually about technical work in the marking system, so that they can take response measures to prevent the circulation of unmarked goods in the future.
