During the development of the draft decree, the experience of implementing investment projects under investment agreements concluded with Belarus was analysed, and proposals from interested state bodies, investors, and the business community were taken into account.
The issuance of the decree is due to the need to improve the procedure for concluding, amending, and terminating investment agreements with Belarus, the mechanism for granting investors benefits and preferences, clarifying their list, as well as the measures of investor liability for violating the terms of the investment agreement.
The decree provides for innovations that were not previously defined by investment legislation. Thus, investment agreements will be concluded only in relation to priority sectors of the economy determined by the government.
