Results of the work on preventing neglect and juvenile delinquency in Lepel district for 2023 were discussed

The main item on the agenda was the results of the work on preventing neglect and juvenile delinquency in 2023.
As noted in her speech by Tatyana Chesnokova, Deputy Chairperson of the Commission for Juvenile Affairs of the District Executive Committee, the issue of the social well-being of minors has been and remains one of the most important prerogatives of our state. It is no coincidence that great attention is always paid to the upbringing, protection, and education of children.
As of January 1, 2024, there are 5,151 minors residing in Lepel District. Of these, 1,366 children are raised in 429 large families, 882 children are raised in 604 single-parent families, 31 children are raised in 23 foster families, 9 children are raised in 4 adoptive families, and 14 children are raised in 2 family-type children's homes. 64 children from 30 families have been recognised as being in a socially dangerous situation, and 19 children from 9 families have been recognised as requiring state protection in 2023.
The Commission for Juvenile Affairs of the District Executive Committee implements measures provided for by legislation to coordinate the activities of bodies, institutions, and other organisations involved in the prevention of neglect and juvenile delinquency.
Over 12 months of 2023, 31 meetings of the Commission for Juvenile Affairs were held. In addition to reviewing administrative and other materials, 16 preventive issues were considered, and the causes and conditions for repeated offences and crimes committed by minors were identified, among other matters. Four on-site meetings of the Commission for Juvenile Affairs were held at the places of study of minors: 2 at the Lepel State Agrarian-Technical College, and one each at...of Secondary School No. 3 of Lepel and the I.M. Erashov Gymnasium of Lepel. The Commission for Minors' Affairs kept a close watch on measures aimed at preventing child fatalities from external causes and childhood injuries.
To prevent crimes and offences among adolescents, educational institutions in the district conducted educational and awareness-raising activities focused on enhancing the legal literacy of students. Thematic information was posted on stands and websites of educational institutions, and measures were taken to develop networks of interest groups, involve students in them, and ensure the useful engagement of children and adolescents during holidays, evenings, and the sixth school day, among other initiatives.
Thanks to the work carried out, in 2023, no cases of drug or psychoactive substance use by students of educational institutions in our district were identified. Offences and crimes related to the illicit trafficking of narcotic drugs and psychotropic substances are not registered. The number of crimes committed by minors decreased from 8 (in 2022) to 7 (in 2023). In some general secondary education institutions in the district, no cases of crimes and offences committed by students have been recorded for three or more years, and no cases of adolescent alcohol consumption have been identified.
It is important to note that in 2023, 28 children, or 85 percent of those removed from the register, were returned to their biological families (in the 12 months of 2022, this figure was 15 children, or 68.2 percent).
Representatives of the Commission for Minors' Affairs and the Inspectorate for Juvenile Affairs, along with members of the coordination council, discussed the most effective methods for preventing neglect, offences, and crimes among minors, conditions for social and psychological assistance and rehabilitation for children in difficult life situations, as well as the coordination of activities among all bodies and institutions within the prevention system, and set future priorities.
— We pay special attention to children with whom individual preventive work is carried out. It is important to work proactively and keep children constructively engaged as much as possible.that each child, their parents, and legal representatives must understand that reckless and unlawful behaviour can ruin their future.

Oleg Lebed, Director of the Educational Institution "Lepel State Agrarian-Technical College", Oksana Kharlenok, Director of the Educational Institution "Secondary School No. 3 of Lepel", and Galina Garbenok, Director of the Educational Institution "Stayskaya Secondary School of Lepel District" also addressed the attendees.
Commenting on the outcomes of the field meeting, Viktor Azarenok, Chairperson of the Commission for Minors' Affairs and Deputy Chairperson of the District Executive Committee, stated that preventive work in our district to eliminate the causes and conditions that contribute to administrative offences and crimes committed by minors will continue.
At the end of the event, well-deserved awards were presented. Thus, letters of gratitude from the Chairperson of the Lepel District Executive Committee were awarded to Svetlana Khalimonenko, social pedagogue at Borovaya Secondary School named after G.K. Zhukov, Elena Spiridova, social pedagogue at the State Agrarian-Technical College, and Elena Prokopenko, social pedagogue at Secondary School No. 1 of Lepel, for many years of diligent work in the field of protecting the rights and legitimate interests of children and for their personal contribution to the prevention of juvenile delinquency.
Natalia Bakhareva, Chief Specialist of the Education Department of the District Executive Committee, Elena Prusskaya, Chief Specialist of the Ideological Work and Youth Affairs Department of the District Executive Committee, and Anatoly Burmistrov, Head of the Juvenile Affairs Inspectorate of the Internal Affairs Department of the District Executive Committee, were awarded Certificates of Honour of the Lepel District Council of Deputies for many years of diligent work in the field of minors' rights and legitimate interests and for their participation in significant socio-political events of the district.
In addition, Certificates of Honour of the Education Department of the District Executive Committee for many years of diligent work in the field of protecting the rights and legitimate interests of minors and for active participation in significant socio-political events were awarded to Alexander Brutsky-Stempkovsky, Director of Secondary School No. 3, Natalia Zaitseva, educational psychologist at the District Socio-Pedagogical Centre, Elena Ignatovich, educational psychologist at Starolyadenskaya Basic School named after F.P. Zanko of Lepel District, Natalia Lobkis, Deputy Director for Educational Work at Starolepelskaya Basic School named after A.A. Marunko of Lepel District, and a methodologist from the state institution "Lepel District Educational-Methodological Centre".
