By the Resolution of the Vitebsk Regional Executive Committee dated January 30, 2020, No. 45 "On measures to fulfill the targets for 2020 for the construction and commissioning of residential buildings", Lepel District was assigned a target for the construction and commissioning of 8766 sq. meters of total residential area, including 6500 sq. meters for individual residential buildings.

For January – December 2020, using all sources of funding, 9063 sq.m. of housing were commissioned (103% of the established annual target).
By individual developers, approximately 6797 sq. meters of housing were commissioned (105% of the established annual target). The target is planned to be fully met by the end of the current year.
In 2020, within the territory of Lepel District, the "40-apartment residential building on M. Gorky Street in Lepel" with a total area of 2266 sq. meters of housing was commissioned (customer - state enterprise "UKS Lepel District", contractor - DKSUP "Lepel PMK-75"). In this building, 38 large families improved their housing conditions, being provided with 39 apartments with a total area of 2206.84 sq. meters of housing, against a target of 20 families.
To fulfill the construction program for 2021, the construction of the "60-apartment residential building on Shkolnaya Street in Lepel, Vitebsk Region" with a total area of 3382 sq. meters has begun. The commissioning of the facility is planned for September 2021. For the construction of apartments in this residential building, 51 referrals have already been issued to citizens in need of improved housing conditions, including large families.
Project documentation has been developed and is currently sent for expert review for the construction project "40-apartment residential building on Kalinin Street in Lepel, Vitebsk Region". This will be the first multi-apartment residential building in the Lepel District, the design of which includes the installation of elevator equipment. This facility is planned to be commissioned by the end of 2021.
In addition to housing facilities
In 2020, the construction of the facility "Construction of a retail facility at 122 Voikova Street in Lepel, Vitebsk Region" was completed. The developer is Santa Retail LLC.
In 2020, the International Non-Governmental Charitable Organization "EcoDom", in conjunction with the District Executive Committee, commenced construction work on the "Center for Labor and Socio-Domestic Rehabilitation of Disabled Persons in Lepel, 30 Lobanka Street", second commissioning stage.
Furthermore, this year, work continued on the facilities: "Children's Rehabilitation and Health Center 'Zhemchuzhina' in Borovka settlement, Lepel District. Dormitory building for 166 beds";
"Restoration of a 19th-century architectural monument as a local history museum (former wine purification warehouse building) at Sovetskaya Street in Lepel."
In 2020, iron removal stations were constructed in the settlements of Chereyshchina, Gorki, and Matyrino within the Lepel District.
For 2021, the construction of an iron removal station in Pyshno, Staysky Village Council, is planned.
In December 2020, work on the facility "Electricity supply, water supply, and landscaping of the individual housing development microdistrict in the area of Gas Station No. 33 in Lepel" (water supply commissioning stage) will be completed. This will enable citizens to commission the already erected residential buildings and will serve as a good foundation for fulfilling the housing commissioning program for the five-year period. A total of 232005.88 rubles has been invested in the facility.
As part of the implementation of the target indicators of the State Program "Housing Construction" for 2021-2025, work on the development of urban planning documentation for the "Zapadny" Detailed Plan project in Lepel was completed in 2020. This area includes Polotsky Trakt Street and Polevaya Street in the city of Lepel. The project provides for the construction of single-family residential buildings (80 units), semi-detached residential buildings (16 units), as well as low-rise residential buildings of enhanced comfort.
Currently, it is planned to start the development of design documentation for the "Water Supply, Electricity Supply, and Improvement of the "Zapadny" Microdistrict" facility, so that citizens can obtain land plots for the construction of residential buildings with primary engineering and transport infrastructure.
In addition, the development of urban planning documentation "Detailed Plan for the Multi-Apartment Residential Development Area of the "Severo-Vostochny" Microdistrict, Vitebskaya and Gospitalnaya Streets area in the city of Lepel" continues. The implementation period for this urban planning project is until 2035. This documentation will provide for the construction of multi-apartment housing.

The design solution provides for the placement of apartment buildings with a total area of 72.5 thousand square meters of housing, including at the first stage of project implementation (by 2025) - 20.9 thousand square meters of housing, at the 2nd stage (by 2035) - 18.3 thousand square meters of housing, and for prospective development (after 2035) - 33.3 thousand square meters of housing.
In addition, to complete the overall architectural vision of the territory along Chuykova Street in Lepel (a new apartment building area), work is underway to adjust the urban planning project "Detailed Development Plan of the Central Part of Lepel". This project will allow for the placement of residential and social facilities on the vacant territory along Chuykova Street in Lepel. In addition to residential construction facilities in this territory, it will be possible to place a preschool institution for 250 children, as well as a number of sports facilities.
In 2021, significant attention is planned to be paid to the quarters of existing individual housing. Currently, changes are being made to the design and estimate documentation for the facilities "Improvement of the individual housing microdistrict 'Belenitsa' in Lepel" and "Improvement of the individual housing microdistrict 'Sadovy' in the area of Y. Kolas and Kashtanovaya streets, Lepel".
Due to the lack of funding for a number of organizations, the implementation of projects previously planned for 2020 is postponed to 2021. Among these facilities are "Reconstruction of the motor workshop building for the production of medical supplies with a consultative ophthalmology office" located at: Lepel, Partizanskaya Street, 11A - customer ChUP "BelHimos", and "Construction of fishermen's houses in the settlement of Nesino, Lepel District" - customer OOO "Avtopromservis".
