Results of the Development of Key Sectors of the National Economic Complex of the District in 2011

, 31.6 percent – for the acquisition of machinery, equipment and vehicles, 16.4 percent - other works and costs.
The district's industrial complex has absorbed 27.7 billion rubles, or 18.2 percent of the total investment volume.
JSC "Lepel Dairy and Canned Goods Plant" has completed the investment projects "Modernisation of Drying Production" and "Technical Re-equipment of the Livestock Complex of SPF "Zaozerie" in the village of Poplavki". Construction of a building for heifer rearing at SPF "Zaozerie" is underway. The technical re-equipment of the plant has continued.
A significant volume of investment in fixed assets has been directed by the "Lepel" branch of CJSC "Vitebskagropromproduct". The branch has continued the modernisation of the feed mill production, a warehouse for finished products has been built, and a breeding farm for 4,000 pigs is under construction in the village of Zabolotye.
In 2011, the Lepel branch of JSC "Lepel Flax Mill" purchased a self-propelled flax puller at a cost of 733 million rubles.
In order to expand the range of bakery products manufactured and ensure their stable quality, as well as to save energy resources, the "Lepel Bakery" branch of RUPP "Vitebskhlebprom" continues to replace old, morally and physically worn-out equipment. During the current year, a Tubix 432 oven of Italian production was purchased and installed in the production workshop. Commissioning works are underway.
A new enterprise has been established on the production premises of JSC "Lepelpromshveimebel". Foreign private production unitary enterprise "Glasgall" plans to start implementing the investment project "Establishment of a Medical Paper Cutting and Packaging Production". Equipment has been delivered, and installation is in progress.
In 2011, residential premises with a total area of 19,258 sq. m were commissioned in the Lepel district.
Individual developers commissioned residential houses with a total area of 5,579 sq. m from January to December 2011.
In the housing and communal services sector, in the Lepel district throughout 2011, works were carried out on the capital and current repair of the housing stock, construction of new and repair of existing heating and water supply, sewerage systems, and improvement of settlements.
Thus, during the reporting period, works were carried out on the capital and current repair of roofs (including replacement of flat roofs with pitched roofs), replacement of window units with heat-saving ones, replacement of heating and water supply and sewerage networks, and reinforcement of structural elements.systems of fastening and fencing of balconies, strengthening of foundations, thermal modernization of houses. In total, work was carried out on 53 houses. The total cost of repairs to the housing stock amounted to 2 billion 600 million rubles.
Current repairs of the entire boiler house economy of the district have been carried out. More than 5 kilometers of heat supply networks have been replaced for a total cost of 3 billion 264 million rubles.
Work on current maintenance and repair of artesian wells has been completed for a total cost of 96.2 million rubles. More than 2 km of new water pipelines have been laid, which allowed connecting private houses on 2nd Polotsky Lane and Ozernaya Street to the central water supply. 3 km of water supply networks have been replaced. 152 water consumption meters have been installed for a cost of 13.0 million rubles. 96 water dispensing columns have been repaired. Work on commissioning a water de-ironing station in the village of Borovka is nearing completion.
20 new street lighting fixtures have been installed. 35 street lighting fixtures and 550 fixtures in the entrances of apartment buildings have been replaced with energy-efficient ones.
In 2011, housing and communal services enterprises planted 180,000 pcs. of flowers, 150 trees, and 60 shrubs.
To implement the solid municipal waste management program in the district, 32 sites for separate collection of solid municipal waste have been equipped, and work on updating existing and installing new containers is regularly carried out. Work on the construction of a solid municipal waste landfill in the vicinity of the village of Borovno continues.
The work carried out to stimulate exports and promote domestic products in foreign markets contributed to obtaining a positive balance of 23 million US dollars in January-December of the current year.
The Russian Federation still accounts for the largest share in export supplies – 83.9 percent, other CIS countries – 13.3 percent, countries outside the CIS – 2.8 percent.
Exports were carried out to more than 12 countries worldwide, including new supplies organized to Azerbaijan, Belgium, Mongolia, Poland, the Netherlands, and France. The following products were exported: whole milk powder, butter, hard cheeses, sports nutrition products, garment products, split timber, planed logs, and sawn timber.
In the current year, import-substituting products worth more than 3 billion rubles have been produced.
Despite this, imports of goods increased 4.6 times, including by product groups: intermediate (cheesessupplies, components, semi-finished products) – 8-fold, investment (equipment, machinery, mechanisms) – 14.7-fold, consumer goods accounted for 6.1 percent compared to last year's level.
In 2011, the network of trade and public catering enterprises continued to develop. Lepel Raipo opened a shop with a trading area of 220 sq.m. in Lepel town on Donukalov Street and a cafe with 85 seats in Zaslonovo village. Two shops of KUPP "Borovka" and one shop of RDP "Lepel Electromechanical Plant" were opened. Nine trade facilities were opened by private business entities.
For 12 months of 2011, the retail trade turnover growth rate through all sales channels amounted to 103.7 percent compared to the 2010 level.
In the current year, positive dynamics in the qualitative indicators of the district's economy are observed. For January-December 2011, enterprises of the district received over 60 billion rubles of net profit, which is 6 times higher than the profit obtained based on the results of January-December 2010.
Significant work was carried out in 2011 to involve unused real estate objects in the economic turnover of the district. In the current year, 20 real estate objects were put up for auction, of which 15 were sold.
At the same time, the schedule for involving unused real estate objects in economic turnover was fulfilled by 79.5 percent, and 9 buildings were not involved. Of these, 2 buildings belong to the Bobrovsky Rural Executive Committee, 4 buildings to the Education Department of the District Executive Committee, and one building each to the Healthcare Institution "Lepel Central District Hospital", KUPSHP "Bobrovo", and the Borovsky Rural Executive Committee.
The production of agricultural products in January-December 2011 in the district amounted to 118.0% compared to the corresponding period of last year, including crop production – 130.1%, livestock production – 111.9%.
The highest growth rate of gross output was achieved at GSHU "Lepel Variety Testing Station" – 154.9%, OJSC "Lyadno" – 134.4%, OJSC "Chereyshchina" – 128.9%.
In 2011, 40 thousand tons of grain were threshed in bunker weight, which is 15.2 thousand tons more than in 2010. The yield of grain and leguminous crops was 30.2 cwt/ha compared to 20 cwt/ha in 2010.
4820 tons of grain were sold to the state. The state order was fulfilled by 100.4%.
In the current year, 2161 tons of rapeseed were threshed, which is 553 tons more than in 2010. The yield was 14.5 cwt/ha.
In 2011, potato cultivation was carried out on an area of 310 hectares. InThe total potato harvest amounted to 4887 tonnes, which is twice as much as in 2010. The average yield in the district was 158 centners per hectare, and in the open joint-stock company "Chereyshchina" - 162 centners per hectare.
The fodder base of agricultural enterprises has been strengthened. This year, 41.9 thousand tonnes of fodder units of grass fodder have been harvested, including 33.1 centners of fodder units per conventional head, which is 5.3 centners more than last year.
For the 2012 harvest, agricultural enterprises of the Lepel district ploughed 12418 hectares of winter fallow land, or 101% of the target.
From January to December 2011, the production (cultivation) of cattle and poultry increased by 112.7%, including cattle by 4.5%, pigs by 17.2%, and poultry by 16%.
The productivity of young cattle increased by 21 grams, reaching 564 grams, and for pigs, it was 571 grams.
Gross milk production in the district's agricultural organisations increased by 10.7%, and sales by 12.6%. The average milk yield per cow was 4571 kilograms, which is 289 kg higher than in 2010.
KUPSHP "Lepelskoye", SPF "Zaozerie" of OJSC "Lepelsky MKK", and OJSC "Lyadno" are stably working in milk production.
The growth in livestock production in the district's agricultural organisations occurred both due to increased animal productivity and an increase in livestock numbers. The cattle population increased by 3.3%, cows by 4.5%, and pigs by 18.9%.
The number of calves born this year was 10.3% higher than in 2010, including 20.7% higher in SPF "Zaozerie" of OJSC "Lepelsky MKK" and 37.9% higher in SPP "Prozhektor" of RUPP "Vitebskhleboprom".
The existing increase in livestock production was also achieved thanks to the extensive work carried out over several years in agricultural organisations on the repair and reconstruction of livestock facilities, improvement of working conditions for livestock workers, and the introduction of mechanisation in fodder distribution.
This year, a facility for raising heifers for 760 heads was built in SPF "Zaozerie". The cattle fattening farm at KUPSHP "Bobrovo" has been reconstructed. Repairs are underway on livestock facilities in SPP "Prozhektor" at farms in the villages of Velevshchina and Sloboda.
In 2011, the district's agricultural enterprises received 71.3 billion rubles in revenue, which is twice the levelsince last year. The revenue growth was mainly achieved by increasing the volume of agricultural products sales.
Over the past year, the district's agro-industrial complex enterprises earned 12.2 billion rubles in profit, compared to 3.7 billion rubles in 2010. The profitability of agricultural product sales was 8.6%.
The average monthly salary of employees in the agro-industrial complex organizations for January-December 2011 increased by 512.6 thousand rubles to 1325.3 thousand rubles.
The material and technical equipment of the district's agricultural organizations continues to be updated and improved. Thus, over 12 months of 2011, 146 units of various agricultural machinery were received by the district's agricultural organizations.
Currently, there are 7876 personal subsidiary farms registered in the district, of which 2777, or 35.3 percent, keep livestock.
As of January 1, 2011, personal subsidiary farms had 1124 head of cattle, including 949 cows, 4034 head of pigs, 578 head of horses, and 30.8 thousand head of poultry.
For conducting personal subsidiary farms, citizens have been allocated 2301 hectares of land, including 11 hectares for rent, 2154 hectares for lifetime inheritable ownership, and 136 hectares for private ownership.
Milk is purchased from the population year-round by agricultural organizations, peasant farms, and communal unitary enterprises. For the first 11 months of the current year, 2087 kilograms of milk were purchased per cow, which is 106 percent of last year's level.
Despite the fact that the number of personal subsidiary farms is decreasing year by year, the share of products produced in citizens' personal subsidiary farms in the total volume is about 40 percent.
Certain work was carried out in 2011 on social protection of the population. Employees of the Department of Labour, Employment and Social Protection, and the Territorial Centre for Social Services for the Population conducted surveys of the living conditions of Great Patriotic War veterans, families of the deceased, and lonely elderly citizens. Based on the survey materials, measures were developed and approved to meet the vital needs of these categories of citizens. Together with rural executive committees, enterprises and organizations, 19 stoves and 2 electrical wiring systems were repaired during the past period, 3 housing repairs were carried out, and assistance in cultivating household plots was provided to 3 citizens, repairand installation of fences for 3 citizens, assistance in fuel acquisition for 42 individuals, and installation of fire alarms for 13.
During the reporting period, the Department of Labour, Employment and Social Protection provided financial assistance to 231 low-income citizens and those in difficult life situations, amounting to 40.1 million rubles.
6 pensioners – former prisoners of Nazism improved their health in sanatoriums and health resorts, and 3 were placed in residential institutions. Compensation for unused sanatorium vouchers was paid to 69 disabled individuals, totaling 24.1 million rubles. 25 individuals were placed in medico-social beds.
Currently, the district is home to 407 single individuals and 4316 individuals living alone. The territorial centre for social services for the population provides home-based care to 360 individuals, of whom 12 are served at the expense of the local budget and 348 on a paid basis.
The "Sviatlica" 24-hour care unit accommodates 56 individuals.
In the course of implementing Decree of the President of the Republic of Belarus No. 458 of September 14, 2009, "On State Targeted Social Assistance," over 11 months of 2011, monthly state targeted social assistance was granted to 203 families (648 people) for a total of 325.8 million rubles, and one-time state targeted social assistance was granted to 358 families (1248 people) for 325.4 million rubles.
Constant care is provided to 317 elderly citizens who have reached the age of 80 and Group 1 disabled individuals by working-age citizens.
During the reporting period, 197 children under the age of two were provided with free food products, amounting to 245.0 million rubles. Child benefits are paid from the Social Protection Fund for 2527 children.
This year, pensions have been increased by a total of 55% compared to last year. The average old-age pension in Lepel District is 890,350 rubles.
The average salary in the district in 2011 was 1,899,000 rubles.
As of January 1, 2012, 162 unemployed individuals are registered with the employment centre, with a registered unemployment rate of 1.1% of the economically active population in the district.
The number of employed individuals in the district is 14,853, against a target of 15,400 (96.4%).
338 new jobs have been created in the district, which is 100.9% of the annual target. Of these, 219 jobs were created in the city of Lepel and 119 in rural areas. The targets were met at 109.5% and 88.1%, respectively.
The Department for Labour, Employment and Social Protection provided financial assistance in the form of subsidies for entrepreneurial activities to 17 unemployed individuals.
Two families were provided with voluntary relocation to a new place of residence and work, with reimbursement of relocation expenses.
40 individuals from vulnerable categories of citizens and 23 parents obliged to reimburse the state's expenses for the maintenance of children under state care were employed against quotas. Employment of obligated individuals reached 100% of the number of citizens who applied to the employment service independently or were brought in by police officers.
To more fully meet employers' needs for personnel in mass professions, 95 unemployed individuals were directed to vocational training and retraining.
498 individuals from the non-employed population, including 150 unemployed individuals, were involved in temporary employment in the form of paid public works.
With the financial support of the employment service, 193 students from all types of educational institutions were involved in work activities during their free time from studies.
385 unemployed individuals received social support during their active job search in the form of unemployment benefits.
