The procedure for concluding lease and usage agreements for special residential premises in buildings of emergency response bodies and units is being amended. The corresponding decree No. 288 was signed on August 1 by the President of Belarus, Alexander Lukashenko. BELTA was informed about this by the press service of the head of state.
The document has been adopted to regulate the use of special residential premises of the state housing fund in administrative and public buildings of emergency response bodies and units, including fire stations.
In accordance with the decree, it is permitted to conclude lease agreements for the listed premises for a period of 5 years with citizens who reside therein and are no longer in employment (service) relations with the emergency response bodies and units. The condition for concluding lease agreements is the absence of ownership, possession, or use of residential premises with a total area of 15 sq. m or more (in Minsk - 10 sq. m or more) per person by these citizens and/or their family members residing with them in the given settlement. Furthermore, there should be no instances of deterioration of housing conditions within 5 years prior to the conclusion of lease agreements.
It is stipulated that citizens who properly fulfill their obligations under the lease agreements will be offered renewed agreements for a new term.
From October 1, 2019, a fee for the use of special residential premises has been established, applying reduced coefficients. The procedure for determining the amount of such fee will be established by the government.
The decree also mandates that local executive and administrative bodies reinstate citizens on the waiting list for housing improvement at their place of residence, provided that decisions were previously made to remove them from this list or postpone their turn due to residing in special residential premises. According to the decree, they will be reinstated from the date of their initial registration on such a list.
