Information about the facility:
The construction of a retail facility is planned on a land plot free from development, with a total area of 0.3510 ha.
Located from the designed plot: to the north - Voykova Street, individual low-rise residential buildings; to the east - a five-story residential building; to the west - Maxim Gorky Street, individual low-rise residential buildings; to the south - individual low-rise residential buildings.
The landscaping of the territory has been carried out taking into account the operating conditions of the designed retail facility in this territory, and the planning situation of the adjacent territories. The designed scheme of transport and pedestrian connections to the designed retail facility is interconnected with the already established and planned scheme of transport and pedestrian connections of the residential development.
The master plan of the land plot provides for the functional zoning of the territory with the separation of customer and goods traffic flows, as well as pedestrian and transport flows, including in the area of goods delivery and unloading. The landscaped territory is functionally divided into the following zones:
- Customer zone - pedestrian walkways with concrete paving slabs;
- Production zone (utility zone with access for trucks).
The utility zone of the designed retail facility includes a loading area adjacent to the goods receiving and storage area. A "Eurofence" type fence is provided around the perimeter of the utility zone, with the installation of a gate and a wicket gate.
The project also provides for a car park with a total capacity of 48 parking spaces, including 2 parking spaces designated for people with reduced mobility, and a bicycle parking area for 8 bicycles.
Landscaping of the improved territory is provided by the creation of lawns, laid on fertile soil, and the planting of flower and shrub compositions.
The retail facility building is a rectangular structure in plan with dimensions of 41.72x24.00m along the axes. The room height to the lower chord of the roof trusses is +3.850m. The roof is pitched, made of profiled sheeting with a slope of 10%. A steel frame has been adopted. For the construction of external walls on the frame, the project envisages the use of sandwich panels with mineral wool insulation.
Procedure for Public Discussion
The public discussion will commence on June 10, 2019, and conclude on July 4, 2019, inclusive.
Exhibits and other materials can be viewed from June 10, 2019, to June 24, 2019, daily, except Saturdays and Sundays, from 8:00 AM to 5:00 PM in office No. 107 on the 1st floor of the Lepel District Executive Committee building, located at: Lepel, Leninskaya Street, bld. 6.
Comments and/or proposals regarding the public discussion will be accepted during the period of the public discussion from June 10, 2019, to July 4, 2019, inclusive. Written comments and/or proposals can be submitted from 8:00 AM to 5:00 PM in the public discussion logbook located in office No. 107 of the Lepel District Executive Committee; by postal service to: 211174, Vitebsk Region, Lepel, Leninskaya Street, bld. 6; or via the website: lepel.vitebsk-region.gov.by.
The comments and/or proposals received concerning the public discussion of the facility will be forwarded for consideration to the Architectural and Urban Planning Council of the Vitebsk Regional Executive Committee, represented by the Chief Architect of the Vitebsk Region, Deputy Chairman of the Committee for Architecture and Construction of the Vitebsk Regional Executive Committee, Yu. Ch. Vyzhykovsky.
The project's objective is to improve the social and living conditions of the population.
Information on the results of the public discussion will be available on the official website of the Lepel District Executive Committee lepel.vitebsk-region.gov.by in the section "Public Discussions", on the information boards of the Lepel District Executive Committee, and in the mass media.
