The Lepel District Executive Committee, in accordance with the requirements of the Regulation on the Procedure for Conducting Public Discussions in the Field of Architectural, Urban Planning and Construction Activities, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 1, 2011 No. 687, hereby notifies about the commencement of public discussions.
The Lepel District Executive Committee, in accordance with the requirements of the Regulation on the Procedure for Conducting Public Discussions in the Field of Architectural, Urban Planning and Construction Activities, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 1, 2011 No. 687, hereby notifies about the commencement of public discussions in the form of information dissemination and public opinion analysis concerning the urban planning project for detailed planning titled "Detailed Plan of the Multi-Apartment Residential Development Area of the 'North-Eastern' Microdistrict" (hereinafter referred to as the urban planning project), developed by UP "MINSKGRADO".
The implementation of the urban planning project is planned within the boundaries of the town of Lepel on a land plot of 24 hectares.
The territory under consideration is bounded by:
to the north and north-west – Vitebskaya Street;
to the east – the boundary of the sanitary protection zone of the oilseed crop processing production site, the boundary of the oilseed crop processing production site, the boundary of the land plot of the substation of RUP "Vitebskenergo";
to the south – Gospitalnaya Street;
to the south-west – the boundary of the land plot of the Zaozerskoye Forestry.
The objective of the project is:
- the implementation of the housing policy program;
- comprehensive development of the given territory in conjunction with the planning and functional organization of the city;
- creation of a safe, barrier-free, favourable and diverse living environment for present and future generations.

The public discussion will commence on November 23, 2020, and conclude on December 17, 2020 (inclusive).

Comments and/or proposals on the public discussion will be accepted during the public discussion period from November 23, 2020 to December 17, 2020 (inclusive). In written form, comments and/or proposals from 800 to 1700 can be left in the public discussion log, located in office No. 107 of the district executive committee; by postal service: at the address: 211174 Lepel, Leninskaya Street, 6, Department of Architecture and Construction, Housing and Communal Services of the Lepel District Executive Committee; by using the Internet site: lepel.vitebsk-region.gov.by.
Received comments and/or proposals on the public discussion of the project will be sent for consideration to the architectural and urban planning council of the Vitebsk Regional Executive Committee, represented by the chief architect of the Vitebsk region, Deputy Chairman of the Committee for Architecture and Construction of the Vitebsk Regional Executive Committee, Yu. Ch. Vizhivkovsky.
The notification of the public discussion of the project with the graphic part has been posted on the information stand of the district executive committee and in the issue of the district newspaper "Lepelski Krai" dated November 10, 2020.
