Notice of public discussion in the form of informing and analyzing public opinion on the urban planning project "General Plan with a detailed planning map of the southeastern part of the settlement Borovka, Lepel district"

The Lepel District Executive Committee (hereinafter referred to as the Lepel District Executive Committee), in accordance with the requirements of the Regulation on the Procedure for Conducting Public Discussions in the Field of Architectural, Urban Planning and Construction Activities, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 1, 2011 No. 687, hereby notifies about the commencement of public discussions.

The Lepel District Executive Committee (hereinafter referred to as the Lepel District Executive Committee), in accordance with the requirements of the Regulation on the Procedure for Conducting Public Discussions in the Field of Architectural, Urban Planning and Construction Activities, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 1, 2011 No. 687, hereby notifies about the commencement of public discussions in the form of informing and analysing public opinion on the urban planning project "General Plan with a Detailed Planning Plan for the South-Eastern Part of the Settlement Borovka, Lepel District", developed by UP "Institute Vitebskgrazhdanproekt".

The General Plan is being developed for the entire territory of the settlement Borovka, on a land plot of 149.13 hectares.

The territory of the detailed plan is located in the south-eastern part of the settlement Borovka within the boundaries:

to the north – the republican highway Minsk-Vitebsk, the territory of KUP DROTS "Zhemchuzhina" and the industrial zone of the settlement Borovka;

to the south – the shoreline of Lake Shchybot;

to the south-west – the residential area of the settlement Borovka with public facilities;

to the south-east – the territory of GLKHU "Krupsky Military Forestry"

Project Objectives:

implementation of the housing policy program;

comprehensive development of this territory in conjunction with the planning and functional organisation of the settlement Borovka;

creation of a safe, barrier-free, favourable and diverse living environment for present and future generations.

The public discussion will commence on September 24, 2021 and conclude on October 18, 2021 inclusive.

The exhibition and other materials of the urban planning project can be viewed from September 24, 2021 to October 8, 2021 inclusive, daily except Saturdays and Sundays from 8:00 AM.

The project presentation will take place on September 27, 2021 in the building of the Borovsky Rural Executive Committee at the address: Vitebsk region, Lepel district, Borovsky s/s, d. Borovka, d. 13A.

Comments and/or proposals on the public discussion will be accepted during the public discussion period from September 24, 2021 to October 18, 2021 inclusive. Written comments and/or proposals can be left from 8:00 to 17:00 in the public discussion log, held by the chairman of the Borovsky Rural Executive Committee; by postal service to the address: 211194, d. Borovka, d. 13A, Borovsky Rural Executive Committee; 211174, Lepel, Leninskaya Street, 6, Lepel District Executive Committee; by using the website: lepel.vitebsk-region.gov.by.

Received comments and/or proposals on the public discussion of the object will be sent for consideration to the architectural and urban planning council of the Vitebsk Regional Executive Committee, represented by the chief architect of the Vitebsk region, deputy chairman of the committee for architecture and construction of the Vitebsk Regional Executive Committee, Y. Ch. Vyzhykovsky.

Information on the results of the public discussion will be available on the official website of the Lepel District Executive Committee lepel.vitebsk-region.gov.by in the section "Public Discussions", on the information stands of the Lepel District Executive Committee and the Borovsky Rural Executive Committee, and in the mass media (the district newspaper "Lepelski Krai" in the issue of September 14, 2021).
