The Lepel District Executive Committee of the Vitebsk Region announces an open tender in the form of an auction for the right to harvest and (or) purchase long-clawed (narrow-clawed) crayfish (Astacus leptodactylus) in the territory of the following water bodies:

1. The auction will be held on 25 September 2025 at 11:00 AM at the address: 211174, Vitebsk Region, Lepel, Leninskaya St., 6, office 101.
2. Legal entities or individual entrepreneurs of the Republic of Belarus are invited to participate in the auction. Participants must submit the following documents to the organiser:
- Application for participation in the auction;
- A copy of the payment order for the deposit transfer to the current account of the auction organiser, certified by the bank;
- For legal entities – residents of the Republic of Belarus – a copy of the document confirming the state registration of the legal entity;
- For individual entrepreneurs – a copy of the document confirming the state registration of the individual entrepreneur;
- Representatives of legal entities or individual entrepreneurs must provide a power of attorney (document confirming the authority of an official) and an identity document of the representative.
3. Documents required for participation in the auction are accepted by the auction organiser at the following address: 211174, Vitebsk region, Lepel, Leninskaya Street, 6, office 218, from 8:00 to 13:00 on weekdays.
4. The last day for document submission is September 23, 2025, until 13:00.
Final registration of participants will take place on September 25, 2025, from 10:00 to 10:45.
Participants who have not completed the final registration will not be admitted to the auction.
5. The deposit amount must be transferred before submitting the application for participation in the auction to the settlement account:

For the participant who wins the bidding, the deposit amount paid will be considered towards the costs of organising and conducting the auction, and the preparation of necessary documentation.
6. After the publication of the auction notice, the auction organiser has the right to withdraw the item from the auction before it takes place in cases where there are no participants or only one participant. In such cases, the commission shall draw up minutes on the withdrawal of the auction item and declare the auction as failed.
7. The sale of the auction item at the starting price is not permitted.
8. If none of the auction participants wishes to purchase the auction item at the first price announced by the auctioneer, the auctioneer will announce this price three times and withdraw the auction item from the auction, which shall be recorded in the commission's minutes.
9. The auction shall be held in accordance with the Rules for the extraction, harvesting and (or) procurement of wild animals not classified as hunting or fishing objects, approved by the Resolution of the Council of Ministers of the Republic of Belarus of June 2, 2006 No. 699.
10. If the auction is declared void because only one person applied for participation, the auction item shall be sold to that person, with their consent, at the starting price increased by 5 percent. The consent or refusal of such person to purchase the auction item shall be recorded in the auction minutes. The amount of the deposit paid shall be credited towards the payment of the auction item’s cost for the person who expressed consent to purchase it.
11. The auction winner (the person who offered the highest price) shall, within 5 working days from the date of the auction, transfer the amount for which the auction item was sold, less the deposit paid, to the current account in the prescribed manner.
12. The commission’s decision on the results of the bidding shall be formalized by minutes. The minutes shall be signed by the chairperson, commission members, and the bidding winner on the day of the bidding.
